Enacts the housing development fund company fairness, preservation, and affordability act to clarify certain provisions relating to the dissolution and reincorporation of housing development fund companies; provides for tax exemptions and abatements for housing development fund companies.
Relates to the tolling of statute of limitations for individuals in state custody; provides that with respect to state action brought by anyone to recover damages for physical, psychological, or other injury or condition suffered while in state custody, the time in which such action must commence shall be extended to three years after such person is released from such custody.
Allows a U.S. citizen, who is seventeen years of age, to vote in a primary election, including presidential, if such citizen will turn eighteen by the date of the corresponding general election.
Provides treatment for sexually transmitted diseases to minors without a parent's or guardian's consent; provides definition for health care practitioner.
Provides for enrollment of eligible incarcerated persons in the medical assistance for needy persons program; provides for enrollment of incarcerated individuals in other medical assistance programs, where eligible.
Authorizes the city of New York to provide for certain residential parking permit systems in certain neighborhoods, including but not limited to, Washington Heights, Harlem, Morningside Heights, Upper West Side, East Harlem, and Upper East Side.
Defines "model management group"; provides for the registration process for model management groups; provides for exemption from registration requirements for model management companies and groups.
Modifies the safe landings for youth leaving foster care act or safe landings act to allow for the conversion of certain motions to become motions to return a respondent to foster care.
