Provides that the department of taxation and finance shall be permitted to share with the office of the state comptroller a person's address, based on such person's most recently filed tax return, for the purpose of returning unclaimed funds to such person.

Relates to accidental disability retirement for sheriffs; provides that sheriffs shall receive a pension of three-quarters of their final average salary.
Provides that receipts from other services and other business receipts, taxpayers, and combined groups including members, engaged in providing professional employer organization services shall include with such receipts amounts received with respect to wages, benefits, and other employee expenses disbursed to or for the benefit of a client's worksite employees and the related employment taxes if the amounts received are included in the calculation of the business income base or the combined business income base, respectively.
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.
Prohibits unclaimed human remains from being buried, cremated, or otherwise finally disposed of unless such remains have first been entered into the National Missing and Unidentified Persons System, and for a period of time thereafter as specified by the commissioner of health.
Creates a transparency database for contracted not-for-profit organizations; provides such database will include those that are in the process of being approved for contracts, that have received certificates of approval, are approved for contracts, have received renewal contracts, or have been the recipient of fully-executed contracts with the state of New York.
