Requires municipal accounting of abandoned properties before receiving certain State aid; establishes State database of abandoned properties; requires owners of abandoned properties to document rehabilitation efforts.
Directs the department of financial services to periodically inspect residential real properties for which a lender has a duty to maintain; authorizes the department of financial services or the municipality to impose a $500 a day civil penalty for the failure of a lender to maintain an abandoned property that it has a duty to maintain; requires such lenders to register with the statewide vacant and abandoned property electronic registry.
Relates to provisions governing contracting between state agencies and not-for-profit organizations including new, renewal, and extension contracts and advance payments and interest for such contracts; repeals provisions relating to interest payments.
Relates to the inspection of property that has been vacated for abandoned animals; requires property owners and lessors to inspect such property within three days and to immediately notify the appropriate authorities when such person finds an animal which appears to be abandoned.
Relates to recurring payments to the non-custodial parent in special circumstances in child support proceedings involving joint or shared custody of children.
Removes restrictions on the number of non-managing owners of a race horse; specifies in cases of multiple ownership only persons having a five percent or more ownership interest in such general or limited partnerships shall be required to be licensed as an owner.
