Enacts regulations of perchloroethylene dry cleaning facilities; establishes equipment standards and specifications and operating requirements; provides for lead inspection and self monitoring and for management of perc-contaminated wastewater; makes numerous other regulatory provisions; includes phase-out from residential buildings.
Establishes that areas containing lead-contaminated soil shall have the levels of lead contamination decreased to 300 ppm for residential areas and 1,000 ppm for commercial areas.
Provides for requirements under written corrective plans for residential health care facilities; requires such facilities to make payments to the department for independent quality monitors; provides for minimum staffing and monitoring frequency for such facilities; makes related provisions.
Relates to the management of PFAS in biosolids in the state by requiring testing and reporting of certain groundwater, biosolids, and soil and establishing a moratorium on the sale and use of biosolids; establishes the PFAS agricultural response program and fund to assist farms found to have levels of PFAS contamination which exceed regulatory standards.
