Amends the State Prompt Payment Act. Makes technical changes to eliminate obsolete provisions. Provides that, if an agency incurs an interest liability that cannot be charged to the same expenditure authority account to which the related goods or services were charged due to federal prohibitions, the agency may pay the interest from any moneys appropriated to the agency that are not otherwise prohibited to be used for the purpose of paying interest. Provides that, when a State official or agency responsible for administering a contract receives a bill or invoice from a contractor, that State official or agency shall confirm the date on which the bill or invoice was received within 15 business days of receipt and shall transmit any approved amount to the Comptroller within 30 days of receipt. Provides that a State official or agency that is responsible for administering a contract submits a voucher to the Comptroller for payment, the official or agency shall make available electronically the voucher number, the date of the voucher, and the amount of the voucher within 15 days after submitting the voucher to the Comptroller (currently, that information shall be made available promptly).

Amends the Illinois Banking Act. Provides that a financial institution offering a certificate of deposit shall, before account opening, provide the consumer with a clear and conspicuous written disclosure and a specified statement. Establishes provisions concerning disclosure requirements for an automatically renewing certificate of deposit; requirements for financial institutions before processing any early withdrawal of a certificate of deposit; and enforcement provisions. Provides that a violation of the provisions concerning mandatory disclosures related to certificates of deposit is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a corresponding change. Effective January 1, 2027.

Amends the School Code. Requires, subject to appropriation, the State Board of Education, in consultation with the Illinois Law Enforcement Training Standards Board, to establish the School Resource Officer Grant Program to fund salaries and any other costs associated with the hiring of an active law enforcement officer as a school resource officer. Provides that eligible entities are schools or school districts that have hired an active law enforcement officer as a school resource officer and the law enforcement agency or agencies that a school or school district has an intergovernmental agreement with to employ a school resource officer. Provides that any funds distributed to an eligible entity under the Program shall be equally distributed between the eligible entities in an intergovernmental agreement to employ a school resource officer. Allows the State Board of Education, in consultation with the Illinois Law Enforcement Training Standards Board, to adopt rules as needed for the Program's implementation and the distribution of grants. Makes a conforming change.

Amends the Tax Increment Allocation Redevelopment Act of the Illinois Municipal Code. Provides that, if an ordinance is adopted after the effective date of the amendatory Act creating a redevelopment project area, the redevelopment project area will expire in the 23rd year after the year in which the first project started using the moneys from the special tax allocation fund (rather than the 23rd year after the year in which the ordinance approving the redevelopment project area was adopted). Provides, however, that, for ordinances adopted after the effective date of the amendatory Act, the 23 years must begin to run no later than 10 years after the year in which the ordinance approving the redevelopment project area was adopted even if no projects have been started using the moneys from the special tax allocation fund. Makes a conforming change in provisions extending the expiration of a redevelopment project area to the 35th calendar year. Provides that no extensions of redevelopment project areas to the 47th calendar year may occur after the effective date of the amendatory Act. Effective immediately.

Amends the Environmental Protection Act. Provides that no person shall release or cause or organize the release of helium or lighter-than-air gas balloons into the air unless the balloons are (1) used by an institution of higher education or a governmental agency, or pursuant to a governmental contract, for bona fide scientific or meteorological purposes, (2) released indoors and remain indoors, or (3) used for the safe operation of a hot air balloon. Provides that persons who violate the amendatory Act's provisions shall be subject to a warning for a first violation, a civil penalty of $500 for a second violation, and a civil penalty of up to $1,000 for a third or subsequent violation, and that the release of 50 balloons or fewer at one time is a single offense.
