Amends the Department of Public Health Act. Directs the Department of Public Health to establish, maintain, and promote a tobacco quitline. Allows the Department to contract with third-party entities to operate the tobacco quitline. Requires the Department to adopt rules. Defines "tobacco quitline". Effective immediately.

Provides that, if and only if Senate Bill 642 of the 104th General Assembly becomes law in the form in which it passed both houses on October 31, 2025, then a provision in the Property Tax Code concerning the Low-Income Senior Citizens Assessment Freeze Homestead Exemption is amended by (i) specifying that, for taxable years 2029 and thereafter, the term "maximum income limitation" means the maximum income limitation for the immediately preceding taxable year, multiplied by one plus the percentage increase, if any, in the Consumer Price Index-U for the 12-month period ending in September of the calendar year immediately preceding the taxable year for which the limitation is calculated and (ii) adding a definition of the term "Consumer Price Index-u". Effective upon becoming law or on the date Senate Bill 642 of the 104th General Assembly takes effect, whichever is later.

Reinserts the provisions of the introduced bill with the following changes. Provides that the Act may be referred to as Tammurra's Act. Amends the Public Higher Education Act, the University of Illinois Hospital Act, and the Hospital Licensing Act. Requires a public institution of higher education to place contact information for the 9-8-8 National Suicide Prevention Lifeline in each of its facilities in a prominent location that is visible to and accessible by students and staff. Requires a hospital to conspicuously post contact information for the 9-8-8 National Suicide Prevention Lifeline in the hospital, either by physical or electronic means, for display in an area of its offices accessible by patients, employees, and visitors. Removes the provisions amending the Illinois Public Aid Code.

Amends the Unified Code of Corrections. Provides that the Director of Corrections shall establish a 5-year pilot program in 3 institutions or facilities of the Department of Corrections to permit a committed person who has a gang tattoo to have that tattoo removed by a physician, physician assistant, or registered nurse licensed in this State or by a person who has a certificate of registration issued by the Department of Public Health under the Tattoo and Body Piercing Establishment Registration Act to operate a tattoo and body piercing establishment. Provides that the institutions or facilities selected by the Director shall be provided with equipment and sanitary needs to accomplish the removal of the tattoos in a safe manner, including medical-grade cosmetic laser removal equipment. Provides that a committed person in a designated pilot institution or facility of the Department who has a gang tattoo may have that tattoo removed by an authorized person. Provides that if the balance in the committed person's Residents' Benefit Fund is $500 or more, the moneys in the Fund shall be used to pay for the committed person's gang tattoo removal. Provides that if the balance in the committed person's Residents' Benefit Fund is less than $500, the committed person shall receive the tattoo removal free of charge. Provides that the Director shall establish reasonable costs to be charged to a committed person with at least a $500 balance in the committed person' Residents' Benefit Fund who has his or her gang tattoo removed. Defines "gang tattoo" and "tattoo".

Amends the Illinois Highway Code. Provides that a high voltage transmission line may be constructed, placed, or maintained across any public right-of-way or along any highway, federally aided State highway, controlled access highway, interstate highway, or roadway, except as deemed necessary by the Secretary of Transportation to protect public safety or ensure the proper function of the highway. Provides that in the case of the co-location of a high voltage transmission line with Department of Transportation highway right-of-way, the Secretary of Transportation shall engage in coordination activities with a utility or developer to review requested highway corridors for a possible permitted location of a high voltage transmission line. Provides that when a permissible route along a highway corridor has been identified by the Department and the utility or developer, the Department must engage in consultation with the utility or developer to develop a constructability report to be used by both parties when co-location projects are being planned and approved. Amends the Public Utilities Act. Establishes an order of priority when siting a location for a new electric transmission facility.

Amends the Property Tax Code. Provides that an applicant who receives the homestead exemption for persons with disabilities and who submits documentation by the examining provider that the applicant is totally and permanently disabled need not be reexamined to receive the exemption in a subsequent taxable year if (i) the applicant attaches the original documentation of total and permanent disability to his or her application in the subsequent taxable year, (ii) the exemption has not been deemed erroneous since the last application, and (iii) the claimant has not reported the claimant's ineligibility to receive the exemption.

Creates the Guaranteed Income Pilot Program Act. Provides that, beginning one year after the effective date of the Act, the Department of Commerce and Economic Opportunity shall provide $500 monthly cash payments to 3,250 low-to-moderate-income families in the State for a period of 2 years. Provides that the recipients of the monthly cash payments shall be determined by lottery. Provides that the Department may not limit how the recipients of the monthly cash payments use the monthly cash payments or require the recipients of the monthly cash payments to provide receipts demonstrating how the recipients of the monthly cash payments use the monthly cash payments. Requires the Department to adopt rules to implement the Act. Provides that the Act is repealed 5 years after the effective date of the Act.
