Creates the Vehicle History Report Requirements for Used or Pre-Owned Vehicle Sales Act. Requires every licensed motor vehicle dealer in the State to provide a current vehicle history report to each customer to whom the licensed motor vehicle dealer sells a used or pre-owned vehicle. Provides that before assuming ownership of a used or pre-owned vehicle, the customer must sign a document confirming receipt and review of the vehicle history report. Provides that any licensed motor vehicle dealer, body shop, or other organization that inaccurately reports the mileage or historical data of a used or pre-owned vehicle being bought, sold, serviced, or inspected is in violation of the Act, for which the penalty is a fine of $1,000 per violation and, for subsequent violations, suspension or revocation of the business license or certification of the offending organization. Provides that any collected fine shall be deposited into the Illinois Dealer Recovery Trust Fund. Requires a licensed motor vehicle dealer, body shop, or other organization that incurs a fine to report the annual amount of fines incurred on the motor vehicle dealer's, body shop's, or other organization's annual accounting report or audit. Provides that a violation of the Act constitutes an unlawful business practice. Makes a conforming change in the Consumer Fraud and Deceptive Business Practices Act.

Amends the Illinois Municipal Code. Provides that a municipality may, by a two thirds-vote of its corporate authorities, transfer money among Business District Tax Allocation Funds of business districts if the business districts are under the control of the municipality and the transferred money is used for the purposes of paying business district project costs as defined in the Act. Further provides that all such transfers shall be documented and reported annually to the municipal corporate authorities. Requires documentation of the transfers to be made available to the public. Provides that the corporate authorities of a municipality may regulate the use and maintenance of parkways and may require the owner, lessee, and occupant of any property abutting a parkway to be responsible for maintenance of the parkway, including, but not limited to, cleanup and disposal of refuse, waste, and garbage in the parkway; watering and fertilizing plants, trees, and grasses in the parkway; and the routine care of the lawn of the parkway, including, but not limited to, watering, weeding, and mowing of the lawn of the parkway.

Amends the School Code. Provides for dyslexia screening guidelines and rules. Requires the State Board of Education to provide technical assistance for specific learning disabilities to school districts. Provides that, beginning with the 2026-2027 school year, each school district must screen students in grades kindergarten through second for the risk factors of dyslexia using a universal screener. Sets forth what the screening must include. Provides for additional screening for a student who is determined to be at risk, or at some risk, for dyslexia to determine if the student has the characteristics of dyslexia. Requires the use of a multi-tiered system of support framework if screening indicates that a student has some risk factors for dyslexia or has the characteristics of dyslexia. Sets forth provisions concerning exceptions to screening, dyslexia intervention services, and reporting. Effective July 1, 2026.

Provides that the regional superintendent of schools for Regional Office of Education 19, the regional superintendent of schools for Regional Office of Education 31, and the regional superintendent of schools for Regional Office of Education 56 shall jointly conduct a comprehensive study evaluating the feasibility of reorganizing school districts within their educational service regions into unit school districts. Sets forth the components and requirements of the study.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that, in Fiscal Year 2027 and thereafter, the Department of Commerce and Economic Opportunity shall require that any convention and tourism bureau receiving a grant from the Local Tourism Fund that requires matching funds shall provide matching funds equal to no less than 25% of the grant amount (currently, no less than 40% of the grant amount). Amends the Hotel Operators' Occupation Tax Act and the Illinois Sports Facilities Authority Act. Makes changes concerning the distribution of moneys under those Acts. Effective immediately.

Creates the Electric Transmission Facilities Siting Act. Defines terms. Requires that, in the siting of new electric transmission facilities, available corridors be used in the following order of priority: (1) existing public utility corridors; (2) highway corridors; and (3) new corridors. Provides that a public utility or developer may construct, place, or maintain a high-voltage electric service line on a public right-of-way or along a highway if (i) the public utility or developer submits a colocation request for the high-voltage electric service line to the Secretary of Transportation and (ii) the Secretary reviews and approves the colocation request. Provides that the Secretary may deny a colocation request if the Secretary determines that the construction, placement, or maintenance of a high-voltage electric service line on a public right-of-way or along a highway would endanger public safety or would interfere with the proper function of the highway. Provides that a public utility or developer may submit a written request to the Department of Transportation for an evaluation of certain corridors for possible locations for a high-voltage electric service line. Provides that, within 30 days after receipt of a written request, the Secretary shall assign a project coordinator to the request. Provides that a project coordinator, upon assignment to a request, shall begin the evaluation in coordination with the applicable public utility or developer. Requires a public utility or developer to develop a constructability report in consultation with the Department and requires the public utility or developer and the Department to follow the terms and conditions of the constructability report during the planning and approval process for the siting of a high-voltage electric service line. Sets forth requirements for the content of the constructability report. Provides that, if the Department requires that a high-voltage electric service line on a public right-of-way be relocated by a specific date, the Department shall give the applicable public utility or developer notice of the required relocation no less than 10 years before the date of the required relocation. Makes other changes. Effective immediately.
