Amends the State Treasurer Act. Changes the name of the "College Savings Pool" to the "College, Secondary, and Elementary Education Savings Pool". In provisions relating to the College, Secondary, and Elementary Education Savings Pool established by the State Treasurer pursuant to Section 529 of the Internal Revenue Code, provides that an "eligible educational institution" includes elementary or secondary public, private, or religious schools and "qualified expenses" include expenses, up to $10,000 per taxable year, for tuition in connection with enrollment or attendance at an elementary or secondary public, private, or religious school. Amends the Deposit of State Moneys Act, Illinois Income Tax Act, the Code of Civil Procedure, and the Illinois Marriage and Dissolution of Marriage Act to make conforming changes. Effective immediately.

Amends the Mandatory Insurance Article of the Illinois Vehicle Code. Provides that if an insurance company fails to respond to a request for verification of insurance by the Secretary of State, the Secretary of State shall send a notice, by certified mail, to the owner of a vehicle that the insurance failed to respond. Requires the Secretary of State to establish an email alert system to send an alert regarding an insurance company's failure to respond to a request for verification of insurance to the owner of a vehicle if the owner has provided an email to the Secretary of State. Effective immediately.

Amends the Illinois Vehicle Code. Provides that, beginning with the next registration year after the effective date of the amendatory Act, the Secretary of State, upon registering a vehicle subject to annual registration for the first time, shall issue or shall cause to be issued to the owner one registration plate for a motorcycle, trailer, semitrailer, motorized pedalcycle, or truck-tractor, one registration plate for other motor vehicles, and, when applicable, current registration stickers for motor vehicles of the first division. Provides that the registration plate issued for a motor vehicle other than a motorcycle, trailer, semitrailer, truck-tractor, apportioned bus, or apportioned truck shall be attached to the rear of the vehicle. Makes conforming changes.

Amends the Unified Code of Corrections. Deletes the following provisions of existing law: (1) the trial court shall give credit to the defendant for time spent in home detention on the same sentencing terms as incarceration; (2) home detention for purposes of credit includes restrictions on liberty such as curfews restricting movement for 12 hours or more per day and electronic monitoring that restricts travel or movement; and (3) electronic monitoring is not required for home detention to be considered custodial for purposes of sentencing credit. Amends the Code of Criminal Procedure of 1963 to make conforming changes.

Amends the Code of Criminal Procedure of 1963. Provides that notwithstanding any other law to the contrary, a peace officer who arrests a person for a felony and reasonably believes that the person arrested is residing in the United States in violation of the federal Immigration and Nationality Act, may inquire about the immigration status of the person arrested. Provides that the peace officer may notify U.S. Immigration and Customs Enforcement of the person's arrest and pending prosecution when the peace officer reasonably believes that the person arrested for a felony is residing in the United States in violation of the federal Immigration and Nationality Act. Provides that upon request from any federal agency, law enforcement agencies shall provide known immigration status of any person arrested or charged with a felony. Amends the Illinois TRUST Act to make conforming changes.

Amends the Code of Criminal Procedure of 1963. Provides that notwithstanding the provisions of the pretrial release statute concerning conditions for denial of pretrial release to the contrary, if the defendant is charged with a felony, the court may, in its discretion, deny the defendant pretrial release. Provides that if the court denies the defendant pretrial release under this provision, the court must state, in writing, the court's reasons for denying the defendant pretrial release.

Amends the State Universities Article of the Illinois Pension Code. In provisions concerning the suspension of retirement annuities for certain reemployment, provides that the provisions do not apply to an annuitant for any period of service on or after March 9, 2020 during which the annuitant returns to employment under the Article to perform a critical operation during a state of emergency or disaster that is declared by the Governor. Provides that, if an annuitant returns to employment for an employer under the Article during such a period, the annuitant is eligible to receive compensation from an employer for that service and benefits for prior service under the Article, but employee and employer contributions under the Article during that period of reemployment are not required. Provides that service and compensation earned for such reemployment shall not be used to recalculate the annuitant's benefits under the Code. For reemployment to perform a critical operation during a state of emergency or disaster declared by the Governor and that occurred on or after on or after March 9, 2020 and before the effective date of the amendatory Act: requires the System to pay to the annuitant the amount of the suspended or cancelled pension benefits with interest at the effective rate from the date of the suspension or cancellation of the benefit to the date of payment; and, if an annuitant repaid benefits to the System under the provisions, requires the System to pay to the annuitant the amount of that repayment with interest at the effective rate from the date of the annuitant's repayment of benefits to the date of the System's repayment to the annuitant. Provides that an annuitant's benefits shall not be suspended if the annuitant made an employment-related decision having reasonably relied on a statement or statements by a representative or representatives of the System that benefits would not be suspended if such a decision were made. Provides that the amendatory Act applies without regard to whether the annuitant was in service on or after the effective date of the amendatory Act. Effective immediately.
