Creates the Municipal and Cooperative Electric Utility Transparent Planning Act. Requires certain electric cooperatives, municipal power agencies, and municipalities and distribution electric cooperatives to initiate an integrated resource planning process. Makes conforming changes in the Open Meetings Act and the General Not For Profit Corporation Act of 1986. Creates the Utility Data Access Act. Requires the Illinois Commerce Commission to adopt certain rules. Amends the Illinois Finance Authority Act. Adds provisions concerning the Thermal Energy Network Revolving Loan Program. Amends the Illinois Power Agency Act. Makes changes in provisions concerning the powers of the Illinois Power Agency; the Illinois Power Agency Renewable Energy Resources Fund; the Illinois Solar for All Program; the Planning and Procurement Bureau; and the Agency's annual reports. Amends the Illinois Procurement Code. Makes changes in provisions concerning prequalification. Amends the Property Tax Code. Adds a Division concerning commercial energy storage systems. Amends the Counties Code and the Illinois Municipal Code to add a Division concerning the Solar Bill of Rights. Amends the Public Utilities Act. Amends the Chicago School District Article of the School Code. Provides that the Chicago Board of Education shall designate a traceable communication system to be the exclusive means for a district employee or volunteer to communicate electronically with students. Requires the principal of each public school to provide parents written or electronic notification within the first 10 days of the school year of each electronic school notification and communication program designated within the traceable communication system. Prohibits, with exceptions, a district employee or volunteer from communicating electronically with a student: (1) outside of the traceable communication system designated by the Board; or (2) through an unauthorized electronic communication program or application. Sets forth disciplinary actions that may be taken for violating the provisions. Allows a parent to submit written consent to authorize a designated district employee or volunteer who is not a family member to communicate electronically with his or her child outside of the traceable communication system. Includes an exception for family members who are district employees or volunteers. Sets forth reporting requirements. Requires the State Board of Education to develop a complaint form for parents to submit to the Board, the district, or the State Board of Education if a district employee or volunteer violates the provisions. Makes other changes.

Amends the Use Tax Act and the Retailers' Occupation Tax Act. Creates sales tax holiday periods for clothing, school supplies, diapers, wipes, and hygiene products. Provides that the sales tax periods shall run from January 1 through January 7 of 2027 and each year thereafter and from August 1 through August 7 of 2027 and each year thereafter. Requires retailers to clearly label sales tax holiday items as such in accordance with rules adopted by the Department of Revenue. Requires the Department of Revenue to establish a public awareness campaign in connection with the sales tax holiday program. Effective immediately.

Further amends the Metro-East Sanitary District Act of 1974. Provides that 2 of the commissioners of the Metro-East Flood Prevention District shall be residents of that portion of the district in the county having the greater equalized assessed valuation within the district's boundaries (rather than residents of that portion of the district in the county having the greater equalized assessed valuation of the district), and 2 shall be residents of that portion of the district within the other county. Provides that the mayor, or the mayor's designee, of the largest municipality in the county having the greater equalized assessed valuation within the Metro-East Flood Prevention District's boundaries (rather than the largest municipality in the county having the greater equalized assessed valuation of the district) shall be an ex officio commissioner of the Metro-East Flood Prevention District with a right to vote.

Creates the Billionaire Hedge Fund Fee Act. Imposes a fee on each covered transaction occurring on or after July 1, 2026. Provides that the amount of the fee shall be the base amount with respect to the covered transaction, multiplied by 0.002. Provides that the term "covered transaction" means: (1) the purchase by a United States person of a security if the purchase occurs on, or is subject to the rules of, the Chicago Board Options Exchange or the Chicago Mercantile Exchange; or (2) the purchase by a United States person of a derivative if the derivative is traded on, or is subject to the rules of, the Chicago Board Options Exchange or the Chicago Mercantile Exchange. Specifies that, for purposes of the Act, "United States person" includes controlled foreign corporations, hedge funds, and private equity funds and their officers and employees. Exempts from the provisions of the Act the purchase of a security or a derivative by an individual for that individual's personal investment account or personal investment portfolio. Provides that the proceeds from the tax imposed under the Act shall be deposited into the Reducing the Cost of Living Fund. Amends the Illinois Administrative Procedure Act. Grants emergency rulemaking powers to the Department of Revenue. Amends the State Finance Act. Create the Reducing the Cost of Living Fund. Effective immediately.

Amends the Public Utilities Act. Provides that a portable solar generation device shall be exempt from (i) net metering program and interconnection requirements under provisions concerning net electricity metering and (ii) any rules adopted pursuant to those provisions. Provides that a portable solar generation device shall include a device or feature that prevents the portable solar generation device from energizing a building's electrical system during a power outage. Provides that an electricity provider shall not require an eligible customer who uses, or intends to install and use, a portable solar generation device to do any of the following: (1) obtain the electricity provider's approval before installing or using the portable solar generation device; (2) pay a fee or charge related to the installation or use of the portable solar generation device; or (3) install additional controls or equipment beyond what is integrated into the portable solar generation device. Provides that an electricity provider shall not be liable for any damage or injury caused by an eligible customer's portable solar generation device.

Reinserts the provisions of the engrossed bill with the following changes. Requires the State agency to confirm, reject, or identify a claim under the Court of Claims Act that is a lapsed appropriation and valued at less than $2,500 within 60 days after being notified in writing of the claim by the Attorney General. Provides that, if the State agency (instead of the court) determines that it is unable to process a claim under the Act because the bill or invoice contains a defect, the State agency (instead of the court) must notify the vendor and the Attorney General (rather than the vendor only) in writing of the defect no later than 60 calendar days after receiving notice of the claim from the Attorney General's Office (rather 45 days after the bill or invoice was first submitted). Further provides that, for disapproved portions for the claim, the Attorney General (rather than the court) must allow vendors to submit documentation to the Attorney General's Office showing amendments and cured defects (rather than submit documentation to amend and cure defects). Requires a State agency to confirm, reject, or identify a defect within a claim for all other claims arising under the Act that are from lapsed appropriations that are equal to or more than $2,500. Amends the State Prompt Payment Act. Provides that a State agency shall review each bill or invoice within 30 calendar days after its receipt (currently, in a timely manner). Provides that, when a State official or agency responsible for administering a contract receives a bill or invoice from a contractor, that State official or agency shall confirm the date on which the bill or invoice was received within 15 business days of receipt and shall transmit any approved amount to the Comptroller within 30 calendar days of receipt. Amends the Grant Accountability and Transparency Act. Provides that the advice and technical assistance provided to State grant-making agencies by the Governor's Office of Management and Budget shall include an explanation of how to determine if the awardee is eligible for advance payments, reimbursement, or working capital advances. Provides that each State grant-making agency shall specify in each grant agreement whether the applicable payment methodology is advance payment, reimbursement, or working capital advance. Provides that, if advance payment is not the applicable payment methodology, the grant agreement will specify why an alternative payment methodology applies. Sets forth deadlines by which the State grant-making agency shall issue grant agreements after issuing a Notice of State-Issued Award. Makes other changes. Effective July 1, 2027.
