Amends the State Officials and Employees Ethics Act. Provides that no executive branch constitutional officer, candidate for an executive branch constitutional office, member of the General Assembly, candidate for the General Assembly, any political caucus of the General Assembly, or any political committee on behalf of any of the foregoing may hold a political fundraising function on any day immediately after a day in which the legislature is in session. Further provides that this restriction does not apply to a political fundraising function scheduled at least 14 days in advance of a day the legislature is in special session or the day immediately prior to or after a day the legislature is in special session. Effective immediately.

Amends the Illinois Income Tax Act. Provides that a taxpayer who employs a person with a developmental disability or a severe mental illness, as certified by the Department of Human Services, during the taxable year is entitled to an income tax credit in an amount equal to 25% of the wages paid by the taxpayer to the person with a developmental disability or severe mental illness, but not to exceed $6,000 in wages paid during the taxable year to any single qualified employee. Effective immediately.

Amends the Protection of Dogs and Cats from Unnecessary Testing Act. Changes the short title of the Act to the Protection of Animals from Unnecessary Testing Act. Adds definitions of "animal" and "traditional animal test method". In provisions regarding a prohibition on the use of dogs or cats in toxicological experiments, limits the enforcement provisions to cover only the provisions regarding the prohibition on the use of dogs or cats in toxicological experiments. Prohibits a testing facility from using a traditional animal test method if an agency has approved an alternative test method or strategy or been granted a waiver. Provides for exceptions from that prohibition. Provides that, on January 20, 2028, and every January 20 thereafter, every testing facility shall report specified animal testing information to the Attorney General. Requires the Attorney General to make those reports publicly available within 90 days. Provides for enforcement of the prohibition against traditional animal test methods. Makes technical changes. Effective January 1, 2027.

Amends the Illinois Municipal Code. Provides that a municipality that has implemented a Residential Sound Insulation Program to mitigate aircraft noise shall replace all windows and doors in homes where defective products were found to have caused offensive odors prior the initiation of the Residential Sound Insulation Program. Provides that airport revenue funds shall not be used to replace any windows or doors in homes where later testing done as part of the Residential Sound Insulation Program found no offensive odor.

Amends the Hospital Licensing Act. Grants the Department of Public Health independent authority to investigate all complaints alleging violations of the Act. Provides that, if the Department conducts a federal complaint survey, it shall independently determine if the survey also addresses violations of State law, and when a federal complaint survey is not authorized, either in whole or in part, the Department shall initiate an independent investigation into violations of State law within 30 calendar days after completion of the federal survey. Requires the Department to promptly initiate, within 30 days after the date the Department receives the result of any federal complaint survey, an independent investigation of the violations of the Act in all other cases in which any alleged violations of the Act are not part of a federal complaint survey. Requires the Department to submit annual reports to the General Assembly on or before December 31 each year on specified investigations of alleged violations of State law. Provides that the report shall include a summary of all completed investigations, actions taken, and recommendations for improvements.

Amends the Circuit Courts Act. Provides that when a vacancy occurs in an at-large judgeship of the 6th judicial circuit, the at-large judgeship shall be converted to a resident judgeship for either Champaign County or Macon County, depending on which of those counties the incumbent at-large circuit judge resided in when the incumbent judge was elected. Requires one additional associate judge to be appointed in the 7th circuit. Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department of Commerce and Economic Opportunity shall establish and administer a Small Business Restoration Grant Program to assist small businesses in the State that have been affected by the actions of the United States Immigration and Customs Enforcement (ICE) during Operation Midway Blitz. Provides for the transfer of $50,000,000 from the General Revenue Fund to the Small Business Restoration Fund. Amends the State Finance Act to create the Small Business Restoration Fund. Effective immediately.

Urges the United States Congress to enact a one-year extension of ACA subsidies through December 31, 2026, with enhanced oversight mechanisms to combat the estimated $25 billion in annual fraud, including stricter verification processes for enrollments and penalties for fraudulent activities. Urges Congress to include a clause in the extension legislation stipulating that, if comprehensive ACA reforms are not enacted by December 31, 2026, all members of Congress and the United States Senate shall forfeit their government health plan subsidies effective January 1, 2027, thereby aligning their incentives with those of the taxpayers who fund over 75% of their premiums.

In provisions concerning the homestead exemption for veterans with disabilities and veterans of World War II, provides that the term "veteran" also includes veterans who were killed in the line of duty but were not Illinois residents at the time of their death. Provides that a requirement that a surviving spouse must be a resident of Illinois from the time of the veteran's death through the taxable year for which the homestead exemption for veterans with disabilities is sought does not apply if the veteran was killed in the line of duty. Effective immediately.

Amends the Public Utilities Act. In provisions concerning the exercise of eminent domain powers by a public utility, provides that an owner or operator of a pipeline designed, constructed, and operated to transport carbon dioxide to which the Illinois Commerce Commission has granted a certificate under the Carbon Dioxide Transportation and Sequestration Act shall not seek or exercise eminent domain authority from the Commission. Amends the Carbon Dioxide Transportation and Sequestration Act. Provides that a certificate of authority does not grant an owner or operator of a carbon dioxide pipeline the authority to take and acquire an easement in any property or interest in property for the construction, maintenance, or operation of a carbon dioxide pipeline through the exercise of eminent domain power. Removes corresponding provisions concerning eminent domain.
