Amends the Public Safety Employee Benefits Act. Provides that required health coverage benefits and education benefits are contingent on the law enforcement officer being killed in the line of duty. Provides that a surviving spouse shall not be required to submit a notarized affidavit or other notarized documentation attesting that the surviving spouse has not been remarried as a condition of eligibility for any benefit, payment, or right guaranteed under the Act. Effective immediately.

Creates the Medical Assistant Practice Act. Provides that the Department of Financial and Professional Regulation shall issue credentials for Registered Medical Assistants (RMA-IL) and Licensed Medical Assistants (LMA-IL). Provides that an applicant for registration as a Registered Medical Assistant (RMA-IL) shall be at least 18 years of age; complete not less than one academic year of approved education; pass a Department-approved examination; and meet the requirements established by rule. Provides that an applicant for licensure as a Licensed Medical Assistant (LMA-IL) shall meet all requirements for registration as a RMA-IL; complete not less than 2 academic years of approved education; pass a Department-approved licensure examination; and meet the requirements established by rule. Sets forth provisions concerning examinations; education and training programs; transition; experienced-based education credit; renewal and continuing education; and rulemaking. Effective July 1, 2026.

Amends the Illinois Income Tax Act. Creates an income tax credit for taxpayers who are the custodians of one or more children who attend an eligible preschool program in the State during the taxable year. Provides that the amount of the credit shall be 100% of the eligible expenses incurred by the taxpayer during the taxable year in sending the child to the eligible preschool program, but not to exceed $1,500 per child. Effective immediately.

Amends the Illinois Prescribed Burning Act. Requires the Department of Natural Resources, after consulting with the Illinois Prescribed Fire Council and the Department of Insurance, to adopt rules establishing a Prescribed Burn Liability Claims Pilot Program for the purpose of providing, for a period of 6 years after the effective date of the amendatory Act, coverage for losses incurred by eligible persons as a result of prescribed burns conducted in accordance with the Act by certified prescribed burn managers. Sets forth programmatic requirements for the pilot program. Creates the Prescribed Burn Liability Claims Fund. Allows the Department to impose and collect specified premiums and fees to implement and administer the Act and to maintain the solvency of the Fund. Provides that moneys in the Fund shall be expended by the Department for purposes of the Prescribed Burn Liability Claims Pilot Program and its administration and for no other purpose. Allows the Department to contract with any entity to serve as the third-party administrator of the program and to assist in administering the Fund. Provides that the provisions of the amendatory Act shall not be construed to limit the liability of a person who is enrolled in the pilot program for damages in excess of the cap established by the Department by rule. Further provides that the provisions of the amendatory Act shall not be construed to impose liability on the State for any payment of any claim beyond the amount of moneys available in the Fund. Requires the Department to adopt rules. Defines terms. Amends the State Finance Act to make a conforming change. Effective immediately.

Amends the End-of-Life Options for Terminally Ill Patients Act. Expands and clarifies definitions. Requires a mandatory mental health evaluation for all patients requesting medical aid in dying. Strengthens informed consent standards and adds a referral to an Ombudsman when financial concerns influence patient choice. Revises attending and consulting physician duties to include enhanced counseling, documentation, and disclosure requirements. Adds explicit safeguards against coercion or undue influence. Requires detailed recordkeeping and safe disposal of unused medication with reporting to the Department of Public Health. Broadens immunity provisions for good-faith compliance and clarifies protections for physicians present at self-administration. Establishes a Medical Aid-in-Dying Ombudsman Program within the Department of Public Health with authority to review compliance, investigate complaints, and operate a secure reporting portal and hotline. Imposes comprehensive reporting requirements on physicians and directs the Department to publish annual statistical reports with de-identified demographic and clinical data. Prohibits solicitation of medical aid-in-dying services. Mandates training for participating health care professionals on abuse prevention, bias recognition, and disability-competent care. Revises insurance provisions to ensure coverage parity for hospice and palliative care, restricts insurer communications, and clarifies that self-administration does not affect life or health insurance benefits. Provides that a qualified patient's act of self-administering medication shall be indicated on the death certificate (rather than shall not be indicated on the death certificate).

Removes provisions requiring the Department of Healthcare and Family Services to: (i) establish benchmarks for hospitals to measure and align payments to reduce potentially preventable hospital readmissions, inpatient complications, and unnecessary emergency room visits; (ii) publish provider-specific historical readmission data and anticipated potentially preventable targets 60 days prior to the start of the program; and (iii) adopt policies and rates of reimbursement for readmission services and other payments.

Amends the Illinois Income Tax Act. Provides that an amount equal to 10% of the net revenue realized from the State income tax during the preceding month shall be transferred from the General Revenue Fund to the Local Government Distributive Fund (currently, the amount transferred is equal to the sum of (i) 6.47% of the net revenue realized from the tax imposed upon individuals, trusts, and estates during the preceding month; (ii) 6.85% of the net revenue realized from the tax imposed upon corporations during the preceding month; and (iii) 6.47% of the net revenue realized from the tax imposed upon electing pass-through entities). Effective immediately.
