Provides that, if a municipality with a population of 500,000 or more that receives grant funding from the Department of Human Services for emergency and transitional housing fails to achieve compliance with federal and State disability discrimination laws by July 1, 2027, the Department of Human Services shall require 30% of funds allocated for emergency and transitional housing to go toward improving accessibility and achieving compliance with federal and State disability discrimination laws.

Requires the Department of Human Service to publish annually, beginning January 1, 2027, the assessment instruments used by the Department's Bureau of Accreditation, Licensure, and Certification to survey and license providers of community-integrated living arrangement homes for individuals with intellectual or developmental disabilities. Requires rulemaking. Effective immediately.

Amends the Election Code. Provides that the date of the general election on the first Tuesday after the first Monday of November in even-numbered years shall be a State holiday known as General Election Day and shall be observed throughout the State. Requires the State Board of Elections, in conjunction with election authorities, to implement a secure, free access system available to voters by January 1, 2026. Provides that the system shall allow a voter to track receipt of the voter's vote by mail ballot and check the ballot's status with the election authority. Provides that an election authority shall allow any voter who is in line to vote at the time an early voting polling place closes to cast a ballot. Makes other changes. Amends the Illinois Procurement Code, School Code, and State Universities Civil Service Act making conforming changes. Effective immediately.
