Amends the Illinois Municipal Code. Provides that, before a municipality grants an application for siting approval of a data center the corporate authorities of a municipality in which the facility will be located or the zoning board of appeals for the municipality shall hold at least one public hearing. Provides that notice of a public hearing shall be published in a newspaper of general circulation. Provides that the siting of a data center shall be subject to back-door referendum. Provides that a back-door referendum shall be held within 60 days after the municipality publishes notice of the application for sitting approval of the data center, a petition is filed with the municipal clerk and signed by the necessary number of electors, asking that the application for siting approval of the data center be submitted to referendum. Sets forth the requirements of notice. Provides that the municipal clerk must certify the question for submission at a regularly scheduled election held in accordance with general election law. Sets forth the requirements of a back-door referendum. Defines "data center" and "application for siting approval of a data center".

Creates the Algorithmic Pricing Transparency Act. Provides that any person or entity that sells or offers to sell goods or services through an online platform to consumers in the State shall provide a clear and conspicuous disclosure if the baseline price for a specific consumer is personalized and generated using surveillance pricing. Provides that a consumer may opt out of surveillance pricing and a covered entity shall provide the consumer with a non-personalized baseline price for the goods or services. Prohibits a covered entity from using specified personal information to generate algorithmic pricing. Provides that price changes that are the result of specified allowable conduct are not prohibited under the Act. Exempts insurers and providers of financial services from the requirements of the Act. Provides that a violation of the Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Preempts home rule. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Restricts private rights of action to enforce the Algorithmic Pricing Transparency Act. Effective January 1, 2028.

Creates the Farmer Tax Benefit Act. Provides that, for taxable years ending on or after December 31, 2027, landowners may apply to the Department for an income tax credit in an amount equal to either (i) 100% of the fair market value of a qualified donation of a land protection agreement or (ii) 50% of the fair market value of the qualified donation of a fee simple interest or a remainder interest in qualified real property. Specifies that the total aggregate amount of tax credits issued under the Act in any State fiscal year shall not exceed $7,500,000. Further provides that the amount of the credit that may be claimed by a landowner for any single qualified donation shall not exceed $500,000. Contains additional provisions concerning allocation of the credit by the Department of Natural Resources and other powers of the Department of Natural Resources, allowable credit use, the Illinois Land Protection Tax Credit, legislative findings, and other related matters. Amends the Illinois Income Tax Act. Makes conforming changes. Effective immediately.
