Creates the Ticket Sale and Resale Act of 2026. Provides that a ticket purchaser may freely transfer, donate, or resell the purchaser's ticket to any person or on any lawful ticket marketplace. Provides that any person or business that sells or resells tickets shall display the total price of the ticket at the first point in the purchasing process where ticket prices are shown. Provides that, if an event for which tickets have been sold is canceled and not rescheduled, every ticket seller shall issue a full refund of the ticket price and all associated fees to the original purchaser. Sets forth provisions concerning ticket hold back disclosures; exclusive venue ticketing agreements; open ticketing data and interoperability; automated ticket purchasing bots; prohibition of resale price floors; prohibition of resale price caps; and disputes. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Limits home rule. Repeals the Ticket Sale and Resale Act. Amends the State Finance Act and the Consumer Fraud and Deceptive Business Practices Act to make conforming changes. Effective January 1, 2027.

Creates the Artificial Intelligence Design Requirements Act. Sets forth provisions concerning product liability actions brought against a developer of an artificial intelligence system for defective design, failure to contain adequate instructions or warnings, and failure to conform to an express warranty. Provides that a deployer of an artificial intelligence system shall be deemed to be liable as a developer for harm caused by a product if: (1) the deployer makes material and substantial change to the product or (2) the deployer intentionally misuses the product contrary to the express warranty and that use was the proximate cause of harm to the plaintiff. Sets forth provisions concerning applicability and enforcement.

Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that, by no later than January 1, 2027, the Department of Financial and Professional Regulation shall develop, obtain, arrange for, or contract with a vendor to provide an automated continuing education tracking system that can be used by the Department to track compliance with any continuing education requirements for the renewal of a license. Provides that the amendatory Act applies to an application for renewal of a license that is received by the Department on or after January 1, 2027. Effective immediately.

Creates the Clean Transportation Standard Act. Establishes a clean transportation standard to reduce life cycle carbon intensity of fuels for the ground transportation sector by specified amounts. Provides for related rulemaking and calculations. Provides that the clean transportation standard shall take the form of a credit marketplace monitored by the Environmental Protection Agency. Provides for verification and data privacy requirements for the Agency. Provides for penalties for failing to offset deficits in certain situations, and for penalties for submitting false information. Exempts airline, rail, ocean-going, and military fuel. Provides that the Agency must develop a periodic fuel supply forecast. Establishes findings. Defines terms. Contains other provisions. Effective January 1, 2027.

Amends the Automatic Contract Renewal Act. Provides that any person, firm, partnership, association, or corporation that sells or offers to sell any products or services to a consumer pursuant to a contract, where such contract automatically renews, shall provide the consumer with the option to cancel the contract, at any time, using a simple cancellation mechanism in the same medium that the consumer used to consent to the contract. Provides that an entity shall provide a clear and conspicuous notice, in a manner that may be retained by the consumer, of any material change to the terms of a contract containing an automatic renewal offer at least 3 days prior to the change to the terms. Sets forth additional requirements concerning the cancellation of automatic renewal offers, continuous service offers, and free trial or promotional period offers entered into online, including requiring an entity to provide a one-step online cancellation link. Makes other changes.

Amends the Sustainable Agriculture Act. Provides that the (b) The Department of Agriculture and the Environmental Protection Agency shall conduct a joint study and publish the findings of such study to evaluate the extent to which carbon could be stored through widespread adoption of practices promoting soil carbon sequestration in the State, and what soil management practices that can be utilized to promote soil carbon sequestration. Provides that the Department of Agriculture and the Environmental Protection Agency may consult with and seek assistance from (1) similar state agencies in other states and (2) federal agencies, to the extent that such coordination aids in furthering the purposes of this study. Provides that the joint study shall consider how changes in seasonality and weather patterns, driven by climate change, may impact the efficacy of soil carbon sequestration. Provides that the joint study shall be published on a publicly available website no later than January 1, 2028, and suitable copies shall be delivered to the Governor and members of the General Assembly.

Creates the Prescription Drug Affordability Board Act. Establishes the Prescription Drug Affordability Board and the Prescription Drug Affordability Stakeholder Council. Sets forth provisions concerning membership and staff of the Board and the Council, conflicts of interest, powers and duties of the Board, operational plans for distribution and access to a drug with an upper payment limit, reporting requirements for the Board, and term expiration for the Board and the Council. Provides that the Board shall limit its review to the specified prescription drug products. Establishes further affordability review and upper payment limit implementation requirements. Provides that the Attorney General may enforce the Act. Permits a person aggrieved by a decision of the Board to request an appeal of the decision. Creates the Prescription Drug Affordability Board Fund. Provides that the Act is repealed 5 years after the Act's effective date. Amends the State Finance Act to make a conforming change. Effective 180 days after becoming law.

Creates the Citizens Empowerment Act. Provides that electors may petition for a referendum at the next general election to dissolve a unit of local government. Sets forth the requirements for the petition, together with the form and requirements for the ballot referendum. Provides for the transfer of all real and personal property and any other assets, together with all personnel, contractual obligations, and liabilities of the dissolving unit of local government to the receiving unit of local government. Amends the Election Code to make conforming changes. Effective immediately.

Amends the Counties Code and the Illinois Municipal Code. Provides that, by January 1, 2027, every county and municipality shall create a process by which a resident can report a business, including a retail tobacco store, that the resident has reason to believe is committing an offense of unlawful manufacture or delivery of nitrous oxide. Provides that, by January 1, 2027, every county and municipality shall adopt regulations to ensure that a business, including a retail tobacco store, is not selling nitrous oxide to consumers, with the intent to breathe, inhale, or ingest for the purpose of causing a condition of intoxication, elation, euphoria, dizziness, stupefaction, or dulling of the senses or for the purpose of, in any manner, changing, distorting, or disturbing the audio, visual, or mental processes. Provides that the regulations required by the provision shall outline how the municipality or county shall regulate a business when the municipality or county obtains actual knowledge that a business, including a retail tobacco store, committed an offense of unlawful manufacture or delivery of nitrous oxide. Limits home rule powers. Effective immediately.

Amends the Judicial Privacy Act to expand coverage to federal judicial officials and State judicial officials that includes judges and clerks of the State and federal judicial system. Amends "personal information" that may be protected to include financial, date of birth, race and ethnicity, and biometric information. Provides the method of making a written request to protect personal information by a federal and State judicial official. Creates form for the written request. Allows a court file or document to be sealed. Makes other changes.

Amends the Illinois Civil Rights Act of 2003. Provides that the Act may be referred to as the Illinois Accountability Act. Provides that a person who claims to have suffered a deprivation of any rights, privileges or immunities under the Illinois Constitution because of acts or omissions of a public body or person acting on behalf of a public body, under color of, or within the course and scope of the authority of a public body may maintain an action to establish liability and recover compensatory damages, punitive damages, and injunctive relief. Provides that in any action filed under the Act, a public body or person acting on behalf of a public body does not enjoy the defense of qualified immunity for causing the deprivation of any rights, privileges, or immunities secured by the Illinois Constitution. Provides that if the plaintiff prevails in an action under the Act, the public body is liable for reasonable attorney's fees and other litigation costs. Provides that statutory immunities and limitations on liability, damages, or attorney's fees do not apply to claims brought under the Act. Provides that an action filed under the Act that is pending does not abate upon the death of the plaintiff or defendant. Provides that a judgment awarded under the Act against a person acting on behalf of a public body, under color of, or within the course and scope of the authority of the public body is to be paid by the public body. Provides that the State does not have sovereign immunity for itself or any of its political subdivisions against claims brought the Act. Provides that if there is any conflict between the Act and any other law of this State, the amendatory Act controls.
