Amends the County Department of Corrections Division of the Counties Code, the Unified Code of Corrections, and the County Jail Act. Provides that, upon the release of a prisoner or committed person from a county correctional institution, county jail, or Department of Corrections correctional institution or facility, the sheriff, warden, or Department shall provide the prisoner or committed person with an opioid antagonist if the prisoner was incarcerated for drug-related charges or was identified as having a substance use disorder.

Amends the Landlord and Tenant Act. Requires landlords to disclose all non-optional fees in a clear and conspicuous manner in the listing and on the first page of the lease. Requires landlords to disclose if any utility bills are non-optional fees in the listing and the first page of the lease. Provides that if a landlord failed to comply with this disclosure, the landlord may not collect the non-optional fee. Prohibits a landlord from charging a bundled services fee that combines optional and non-optional fees. Prohibits a landlord from charging a tenant with a fee or fine that includes, but is not limited to, an application fee that includes a background check of more than $50, an after-hours request for maintenance service, or pest abatement or removal in which the tenant has not contributed to the infestation. Prohibits a landlord from charging a tenant more than one of the following: (i) a security deposit, (ii) a move-in fee, or (iii) a move-out fee. Exempts leases in owner-occupied buildings containing 6 or fewer units and to nonresidential tenancies. Defines terms. Creates a civil cause of action for violation of the Act by a landlord. Makes other changes. Limits home rule.

Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services' Inspector General to, at the request of the Secretary of Early Childhood, exercise one or more specified statutory powers as if those powers related to the Department of Early Childhood. Requires the Inspector General to report his or her findings to the Secretary of Early Childhood.

Amends the Criminal Code of 2012. Provides that a person commits the offense of concealment of homicidal death when he or she knowingly permits the concealment or disposal of a body on property under the person's control with knowledge that the other person has died by homicidal means. Increases the penalty for concealment of homicidal death from a Class 3 felony to a Class 2 felony. Provides that a person commits the offense of concealment of death when he or she knowingly permits the concealment or disposal of a body on property under the person's control with the intent of concealing information regarding the place or manner of death of that person, or the identity of any person with information regarding the death of that person. Increases the penalty for concealment of death from a Class 4 felony to a Class 3 felony. Effective immediately.

Creates the Single-Use Plastic Bag Taxation Act. Provides that, if a retail mercantile establishment offers a single-use checkout bag to consumers, the retail mercantile establishment shall charge consumers a fee of $0.05 for each single-use checkout bag offered. Provides that all fees collected shall be retained by the retail mercantile establishment and may be used for any lawful purpose, other than providing a customer a rebate or other form of reimbursement for the fee. Provides that the fee shall not apply to recycled paper bags that are used to carry items purchased pursuant to the Supplemental Nutrition Assistance Program, Women Infants, and Children program or a similar governmental food assistance program. Contains other provisions. Denies home rule powers.

Requires health information exchanges to implement policies and technical capabilities by July 1, 2027, to segregate medical information related to abortion care, restrict access by out-of-state entities, and limit disclosure. Provides enforcement through private actions and civil actions by the Attorney General, including injunctive relief and civil penalties. Defines terms. Amends the Medical Patient Rights Act to clarify patient privacy rights and allow segregation of abortion-related information in health information exchanges. Provides for severability.

Amends the College and Career Success for All Students Act. Requires an International Baccalaureate teacher to obtain appropriate training, subject to appropriation. Provides that International Baccalaureate training to teachers in high schools must: (i) provide teachers of International Baccalaureate courses with the necessary content knowledge and instructional skills to prepare students for success in International Baccalaureate courses and examination and other advanced course examinations and mastery of postsecondary course content; (ii) provide administrators with professional development that will enable them to create strong and effective International Baccalaureate programs in their schools; (iii) provide teachers at an authorized International Baccalaureate World School with training and other professional development that prepares students for success in International Baccalaureate courses; and (iv) support the implementation of an instructional program for students in grades 6 through 12 that provides an integrated set of instructional materials, diagnostic assessments, and teacher professional development in reading, writing, and mathematics that prepares all students for enrollment and success in International Baccalaureate courses. Provides that the AP exam fee reduction program also applies to fees charged for an International Baccalaureate Diploma Programme subject.
