Amends the Illinois Human Rights Act. Provides that if there is a housing subsidy, it is a civil rights violation for an owner or any other person, or for a real estate broker or salesman to: (1) use a financial or income standard in assessing eligibility for the rental of housing that is not based on the portion of the rent to be paid by the tenant; or (2) use a person's credit history as part of the application process for a rental accommodation or deny an applicant based on credit score or credit history, without offering the applicant the option, at the applicant's discretion, of providing lawful, verifiable alternative evidence of the applicant's reasonable ability to pay the portion of the rent to be paid by the tenant, including, but not limited to, bank statements, pay stubs, rental history, or benefit statements. Provides that if the applicant elects to provide lawful, verifiable alternative evidence of the applicant's reasonable ability to pay, the housing provider must do both of the following: (1) provide the applicant reasonable time to respond with that alternative evidence; and (2) reasonably consider that alternative evidence in lieu of the person's credit score or credit history in determining whether to offer the rental accommodation to the applicant. Requires that the Department of Human Rights adopt any rules necessary for the implementation and enforcement of the new provisions, including, but not limited to, rules on the circumstances and conditions under which use of credit scores or history to deny a rental application to a person with a housing subsidy may constitute a civil rights violation.

Amends the Hospital Provider Funding Article of the Illinois Public Aid Code. In provisions requiring the Department to establish the fixed pool directed payment amounts for specific classes of hospitals listed in the Code, provides that, beginning January 1, 2027, the Department of Healthcare and Family Services shall remove from the list the following hospital classes: (i) hospital inpatient services for public hospitals and (ii) hospital outpatient services for public hospitals. Requires the Department to instead, subject to any necessary federal approval, enter into intergovernmental agreements with the respective governing bodies to ensure continued access for those services in rural areas of the State. Provides that the Department shall reinstate the described hospital classes if federal approval is not received. Effective January 1, 2027.

Creates the DUI Treatment Court Act. Provides that the Chief Judge of each judicial circuit may establish a DUI court program in compliance with the Problem-Solving Court Standards. Provides that, at the discretion of the Chief Judge, the DUI court program may be operated in one or more counties of the circuit. Allows defendants from all counties within the circuit to participate. Provides that DUI court programs must be certified by the Illinois Supreme Court. Provides that persons who committed specified offenses are excluded from the DUI court program. Provides that a judge assigned to preside over a DUI treatment court shall have experience, training, and continuing education in specified topics. Provides, subject to appropriation, for mandatory education seminars for DUI court prosecutors and public defenders. Provides that a defendant may be admitted into a DUI court program upon the consent of the defendant and with the approval of the court only if the person has been charged with driving under the influence or aggravated driving under the influence. Provides that, subject to certain limitations, the court may vacate or successfully terminate the participant's sentence or otherwise discharge the participant from any further proceedings upon successful completion of the terms and conditions of the program.

Amends the Illinois Municipal Code. Provides that, if a municipality, the corporate authorities of the municipality, an agent of the municipality, or an officer employed by the municipality orders the residents of a house or building containing rooms or groups of rooms used or intended to be used for living, sleeping, cooking, and eating to vacate the house or building for reasons of dangerous or unsafe conditions of the property due to deterioration, unpermitted work, or other cause, then the corporate authorities of the municipality may not penalize the residents of the house or building for remaining in the house or building until 7 days after the residents received the notice to vacate. Provides that, if a resident of the house or building remains in the house or building during the 7-day period the resident is allowed to remain in the house or building after the municipality, the corporate authorities of the municipality, an agent of the municipality, or an officer employed by the municipality orders the resident to vacate the house or building, then the municipality is not liable if the conditions of the house or municipality cause harm to the resident. Creates the Illinois Grape and Wine Industry Act. Provides that an annual appropriation equal to $0.50 per gallon of wine reported and paid by wine manufacturers in the State under the excise tax rate set forth by law shall be directed to the Illinois Grape Growers and Vintners Alliance. Sets forth mechanisms for the calculation of the annual appropriation and administration of the Act. Effective immediately.

Creates the Circuit Breaker Property Tax Relief Act. Provides that an individual: (i) who is domiciled in this State; (ii) who is eligible for and receives either the general homestead exemption or the general alternative homestead exemption; (iii) who has experienced property tax bill spikes; and (iv) who has an income that meets a specified income eligibility limitation is eligible for a grant of a portion of the person's property tax bill spike. Provides that the maximum amount of grant to which a claimant is entitled is 50% of the claimant's tax bill spike. Creates the Circuit Breaker Property Tax Relief Fund for the purpose of making grants to claimants. Amends the State Finance Act to make conforming changes. Effective immediately.

Amends the Illinois Finance Authority Act. Provides that the maximum amount of notes or bonds that may be issued by the Illinois Finance Authority for any one agricultural real estate borrower may be increased by a higher amount than currently allowed if a higher amount is permitted by statute or regulation. In provisions concerning agricultural assistance loans, removes provisions providing that no proceeds from any bonds issued by the Illinois Finance Authority shall be loaned for the purchase of new depreciable agricultural property to any natural person who has a net worth in excess of $500,000. Effective immediately.

Reinserts the provisions of the engrossed bill. In a provision concerning grounds for discipline in the Massage Therapy Practice Act, provides that, notwithstanding any other law to the contrary, the Department of Financial and Professional Regulation shall revoke, without a hearing, any license issued under the Act of any person who is convicted of any offense related to sexual assault under the laws of any jurisdiction, including, without limitation, the following: prostitution; rape; sexual misconduct; involuntary sexual servitude of a minor; battery against a patient, including any offense based on sexual conduct or sexual penetration, in the course of patient care or treatment; or any crime that subjects the licensee to compliance with the requirements of the Sex Offender Registration Act (rather than prostitution; rape; sexual misconduct; or any crime that subjects the licensee to compliance with the requirements of the Sex Offender Registration Act). Provides that those convictions shall operate as a permanent bar to practice as a massage therapist in the State. Provides that a person who has been convicted of those offenses or who is required at any point to register as a sex offender may not receive, maintain, or restore a license as a massage therapist in Illinois. Makes other changes. Effective immediately.

Amends the Illinois Income Tax Act. Provides that, for taxable years ending on or after December 31, 2026, the credit for employee child care shall be in an amount equal to: (1) 50% of the start-up costs expended by the corporate taxpayer to provide a child care facility for the children of its employees; and (2) 20% of the annual amount paid by the corporate taxpayer to (i) provide an on-site child care facility for the children of its employees, (ii) provide child care offsite for the children of its employees, or (iii) a combination of (i) and (ii) (currently, 30% of the start-up costs and 5% of the annual amount paid by the taxpayer in providing the child care facility). Provides that the taxpayer may coordinate with an independent child care facility to provide care for the children of employees. Effective immediately.

Amends the he Unified Code of Corrections. Provides that the wages paid to committed persons shall not be less than the minimum hourly wage set forth in the Minimum Wage Law. Amends the Minimum Wage Law. Provides for increases in the minimum hourly wage through January 1, 2032. Provides that, on and after July 1, 2026, every employer shall pay to each of his or her employees who is under 18 years of age no less than the applicable minimum hourly wage. Provides that, on and after January 1, 2030, an employer shall not be entitled to an allowance for gratuities and shall pay each employee no less than the applicable minimum hourly wage. Provides that beginning on January 1, 2033, and on every January 1 thereafter, the minimum hourly wage from the previous year shall be increased in proportion to the increase in the consumer price index-u. Provides that the Department of Labor shall inquire into any alleged violations of this Act brought to its attention by an interested party. Sets forth the procedure for complaints brought by interested parties. Defines "interested party". Effective immediately.

Amends the Illinois Pesticide Act. Provides that, beginning January 1, 2029, it is unlawful for any person to sell, offer for sale, use, or distribute within this State any corn, soybean, or wheat seed coated or treated with a pesticide containing neonicotinoids, unless a valid waiver is issued by the Department of Agriculture. Lists requirements for the waiver. Directs the Department of Agriculture to adopt rules and annually report to the General Assembly regarding the waivers. Provides for civil penalties for violations (but not other penalties under the Act). Directs the Department of Natural Resources and the Department of Agriculture, in consultation with the University of Illinois, to conduct a study regarding alternatives to the use of pesticides containing specified ingredients to be submitted on or before January 1, 2029.
