Amends the Fire Protection District Act. Provides that the board of trustees of a fire protection district may, by majority vote of the board of trustees, adopt a resolution to transfer moneys from the fire protection district's ambulance service fund to another fund controlled by the fire protection district if (1) the fire protection district has not approved another transfer from the fire protection district's ambulance service fund under the provisions in the same year; (2) the moneys remaining in the fire protection district's ambulance service fund after the transfer are sufficient to pay for the remaining obligations and costs payable from the district's ambulance service fund in the current and subsequent fiscal years; and (3) the transfer does not impair the fire protection district's finances or public safety mission, including, but not limited to, emergency medical services, ambulance services, rescue services, fire suppression services, or any other public safety endeavor established by the fire protection district. Effective immediately.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning January 1, 2027, "production agriculture" also includes scouting crops, inspecting or repairing fences used to raise livestock, tile mapping, and herding or inspecting livestock.

Amends the Illinois Insurance Code. Provides that an issuer of a Medicare supplement policy shall not deny coverage to an applicant who voluntarily switches from a Medicare Advantage plan to a Medicare plan under Parts A, B, or D, or any combination of those plans, so long as the application for a Medicare supplement policy is submitted within 30 calendar days after the first effective day of the new plan. Provides that when such an application for a Medicare supplement policy is submitted, the issuer of the Medicare supplement policy may not charge a higher cost than what is normally offered to applicants who have become newly eligible for Medicare, nor raise costs or deny coverage for a preexisting condition.

Amends the Criminal Code of 2012. Provides that any person who is harmed by the unlawful sale, distribution, promotion, or exhibition of obscene material may bring a civil action against the individual or entity responsible for the violation. Provides that the prevailing plaintiff in a civil action under this provision may be entitled to compensatory damages for actual damages suffered as a result of the obscenity violation. Provides that a civil action for obscenity violations under this provision must be brought within 5 years of the discovery of the violation or the harm caused by the violation. Provides that, in any successful civil action, the plaintiff may be entitled to recover reasonable attorney's fees in addition to the damages awarded. Provides that a court may grant injunctive relief to prevent further violations of this provision, including the cessation of the sale, distribution, or exhibition of obscene material by the defendant. Provides that the civil action may be brought in the county where the defendant resides, where the unlawful sale, distribution, promotion, or exhibition occurred, or where the plaintiff resides, if applicable.

Proposes to amend the Legislature Article of the Illinois Constitution. Provides that, when the House of Representatives or the Senate convenes in veto session, it may consider only the following legislative measures: bills that have been vetoed by the Governor; bills that have been returned by the Governor with specific recommendations for change; items of appropriation that have been reduced or vetoed by the Governor; and motions, messages, notices, and resolutions. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

Amends the Probate Act of 1975. Provides that if guardianship is necessary and the petition for guardianship is filed by a corporation, nonprofit organization, or other entity with no legally recognized relationship to the alleged person with a disability, the court shall appoint the State Guardian or county public guardian as temporary and permanent guardian except in cases located in counties in which there is no sitting public guardian.

Amends the Property Tax Extension Limitation Law in the Property Tax Code. Provides that, if a taxing district provided a property tax abatement in connection with a decommissioned nuclear power plant in a levy year prior to levy year 2027, and the taxing district was subject to the Property Tax Extension Limitation Law in that prior levy year, then, for levy year 2027, the district's aggregate extension base shall be calculated as through the district's aggregate extension for the levy year in which the abatement was granted included the amount of the abatement. Provides that, beginning in levy year 2028, if a taxing district provided a property tax abatement in connection with a decommissioned nuclear power plant in the immediately preceding levy year, then the district's aggregate extension base for the applicable levy year shall be calculated as through the district's aggregate extension for the levy year in which the abatement was granted included the amount of the abatement. Amends the State Commemorative Dates Act. Provides that the Governor shall annually designate by official proclamation the third Friday of September in each year as POW/MIA Recognition Day (rather than the third Friday of September in each year is designated as POW/MIA Recognition Day) to be observed in honor and remembrance of the men and women who, as POWs, have suffered captivity in foreign countries while in active service with the United States armed forces or who, as MIAs, have been recognized as missing in action in a time of war or during a period of hostilities (rather than who were recognized as POWs or MIAs in a time of war or during a period of hostilities). Provides that the Governor shall request, in the Governor's annual designation by official proclamation, that some portion of the third Friday of September be used for solemn contemplation on the plight of members of the United States armed forces who have been held prisoners of war and members of the United States armed forces who have been missing in action and the resolve of families and friends who continue to seek the fullest possible accounting for missing loved ones. Effective immediately.

Amends the Property Tax Code. Provides that each property tax bill shall contain certain specified information. Provides that each property tax bill shall contain a QR code link that provides contact information for the county assessor, the tax bill history for the property for the 5 immediately preceding taxable years, and a copy of the budget and levy ordinance for each taxing district in which the property is located. Creates a Property Taxpayer's Bill of Rights. Amends the Truth in Taxation Law to provide that each taxing district shall provide notice to taxpayers if the taxing district adopts an aggregate levy that exceeds 105% of the aggregate levy for the preceding year.

Creates the Fluoridation Local Authority Act. Provides that public water providers may opt in or out of the State's fluoridation requirements without penalty from a State agency, including the Department of Public Health. Requires the public water providers to (1) publish notice of the proposed action at least 7 days before the vote; (2) allow public comment on the proposed action; and (3) post its decision on the public water provider's website or other public platform within 5 days of its decision. Limits the concurrent exercise of home rule powers. Defines "governing body" and "public water provider". Amends the Public Water Supply Regulation Act. Provides that, except as otherwise provided in the Fluoridation Local Authority Act, owners or official custodians of public water supplies shall be in compliance with optimal fluoridation recommendations for community water levels. Effective January 1, 2027.
