Amends the Liquor Control Act of 1934. In provisions concerning license fees, removes the alternative license fee for an online renewal of a license. Sets forth license fees for Tier 1, Tier 2, Tier 3, Tier 4, Tier 5, and Tier 6 BASSET trainer licenses; the Illinois Liquor Control Commission Trainer Course; and the Illinois Liquor Control Commission online BASSET course. Provides that the State Commission may establish any other reasonable fees by administrative rule. Removes language concerning a license renewal fee waiver for certain licenses expiring on or after July 1, 2022 and on or before June 30, 2023. Makes a conforming change.

Amends the Community Services Act. Adds community day services to the list of service categories covered under the Act. Defines "community day services" to mean a Home and Community-Based Waiver day program that is certified by the Department of Human Services and provides assistance with gaining, maintaining, or improving skills and functioning to individuals with developmental disabilities. Makes conforming changes to the Mental Health and Developmental Disabilities Administrative Act.

Creates the Automated License Plate Recognition System Act. Sets forth provisions regarding authorized uses of an automated license plate recognition system, data retention, prohibited uses of an automated license plate recognition system, restrictions, requirements for use, preservation and disclosure, required data collection, reporting requirements, admissibility, privacy, penalties, and a private right of action. Makes a conforming change in the Freedom of Information Act. Effective immediately.

Amends the Elevator Safety and Regulation Act. Provides that any home rule municipality that has a population of over 80,000 but less than 100,000, based upon the most recent decennial census, shall be the sole governing authority and shall have sole jurisdiction superseding any other department or regulatory body over granting variances for the construction, installation, operation, inspection, testing, maintenance, alteration, and repair of any elevator or its associated equipment if the elevator was installed or permitted under the 2004 edition of ASME A17.1 but was not completed due all or in part to the financial and economic recession of 2008. Provides that the home rule municipality shall have the sole authority to determine whether an elevator qualifies under the amendatory Act. Provides that, once an elevator subject to the amendatory Act has been fully installed, the home rule municipality shall facilitate a thorough inspection of the elevator by a licensed State elevator inspector to verify that the installation of the elevator is complete and that the elevator is safe and fully functional according to the 2004 edition of ASME A17.1.

Amends the Health Care Violence Prevention Act. Makes changes to defined terms. In provisions concerning workplace safety, provides that a health care worker may not be discouraged from contacting law enforcement or the Department of Public Health regarding workplace violence, and a health care provider may not maintain a policy that limits such contact. Adds additional requirements to the workplace violence prevention program, including reporting requirements and identifying the need for additional security and alarms, adequate exit routes, monitoring systems, barrier protections, lighting, entry procedures, and systems to identify and flag persons who have previously committed violent acts in the health care provider space. Sets forth provisions concerning violent incident investigations, and recordkeeping and reporting requirements for health care providers regarding violent incidents. Establishes penalties for failure to comply with the Act. Amends the Freedom of Information Act. Exempts from public disclosure workplace violence records maintained by health care providers as required under a specified provision of the Health Care Violence Prevention Act.

Creates the Custody Relinquishment Prevention Involving Children with Developmental Disabilities Act. Provides that the Act establishes a pathway for families on the verge of seeking services for their child's developmental disability through relinquishment of parental custody to the Department of Children and Family Services, despite the absence of abuse or neglect, to receive services through the appropriate State child-serving agency. Requires the Department of Children and Family Services, the Department of Human Services, the Department of Healthcare and Family Services, the Illinois State Board of Education, the Department of Juvenile Justice, and the Department of Public Health to enter into an interagency agreement for the purpose of preventing children and youth with developmental disabilities who are not otherwise abused or neglected from entering the custody or guardianship of the Department of Children and Family Services solely for purposes of receiving specialized services and supports to address the child's or youth's needs. Provides that under the interagency agreement, the listed agencies shall establish an interagency clinical team to review cases of children and youth with developmental disabilities who live at home with their families and are at risk of relinquishment, and to connect the child or youth and his or her family with the appropriate services, treatment, and support to prevent custody relinquishment to the Department of Children and Family Services. Contains provisions on what issues must be addressed in the interagency agreement; annual outcomes and data reports to the General Assembly; and other matters. Requires the listed agencies to adopt rules providing that any employee of that Department who encourages a parent, guardian, or other responsible adult to relinquish custody of a child with a developmental disability solely to access specialized services and supports through the appropriate State child-serving agency, despite the absence of abuse or neglect, is subject to termination.

Amends the State Universities Article of the Illinois Pension Code. Provides that "stakeholder" includes any organization that is a nonprofit organization that represents or serves at least 10% of either participants or annuitants of the System and whose primary purpose is as a membership organization serving either participants, annuitants, or both. Provides that the Board of Trustees of the System shall make an annual report available to stakeholders that includes a list of: (1) the name of each annuitant, the annuitant's last employer, and the zip code associated with the annuitant's address on file; and (2) the name of each active participant, the participant's current employer, and a zip code associated with the participant's address on file. Requires the report to be delivered electronically to stakeholders on August 1 of each year.

Amends the Illinois Vehicle Code. With regard to automated speed enforcement systems in safety zones, provides that "safety zone" does not include any roadway in which the 30 mile per hour speed limit is decreased by local ordinance without an engineering or traffic investigation. Provides that a local authority or park district shall determine and declare by ordinance a reasonable and safe absolute maximum speed which: decreases the limit within an urban district which shall not require an engineering or traffic investigation to a maximum speed limit of 25 miles per hour, but not less than 20 miles per hour and a maximum speed limit of 10 miles per hour in an alley; increases the limit within an urban district, but not to more than 55 miles per hour, if after increasing the limit within an urban district an engineering or traffic investigation is required to decrease the limit; or decreases the limit within a residence district which shall not require an engineering or traffic investigation to a maximum speed limit of 20 (rather than not to less than 25) miles per hour. Requires a park district, city, village, incorporated town, or county board to post a sign designating the new speed limit. Makes other changes.

Amends the Illinois Income Tax Act. Provides that the tax credit for employee child care shall be (i) 30% of the start-up costs expended by the corporate taxpayer to provide a child care facility for the children of its employees and (ii) 10% (currently, 5%) of the annual amount paid by the corporate taxpayer in providing the child care facility for the children of its employees. Creates an income tax credit for corporate taxpayers that are qualified small businesses in an amount equal to 10% of the federal tax credit claimed by the taxpayer for the taxable year for qualified child care expenditures. Effective immediately.

Amends the Live Theater Production Tax Credit Act. Provides that a pre-Broadway production must have a presentation scheduled for Broadway's Theater District in New York City no later than 18 months after its Illinois presentation (currently, must have a goal of having a presentation scheduled for Broadway's Theater District in New York City after its Illinois presentation). Provides that, if, in any State fiscal year, less than $2,000,000 in credits are awarded for long-run productions and pre-Broadway productions under the Act, then the difference between $2,000,000 and the amount of credits awarded for long-run productions and pre-Broadway productions in that fiscal year may be added to the $2,000,000 in credits allowed to be awarded for commercial Broadway touring shows in that State fiscal year. Amends the Illinois Income Tax Act. Extends the sunset of the live theater production credit until January 1, 2039 (currently, January 1, 2027). Effective immediately.

Amends the Criminal Code of 2012. Provides that a person over the age of 18 commits failure to report sexual abuse of a child when he or she is aware of, has a reasonable belief, or personally observes (rather than just personally observes) sexual abuse, between a person who he or she knows is over the age of 18 and a person he or she knows is a child under the age of 13, and knowingly fails to report the sexual abuse to law enforcement.

Amends the Illinois Insurance Code. Provides that a health insurance issuer that delivers, issues for delivery, or renews in this State a health insurance policy shall not discriminate with respect to participation under the health insurance policy against a health care professional who is acting within the scope of the health care professional's license or certification under applicable State law. Provides that a health insurance issuer is not required to contract with any health care professional willing to abide by the terms and conditions for participation established by the health insurance issuer. Provides that a health insurance issuer is not prohibited from establishing varying reimbursement rates based on quality or performance measures.

Deletes changes to the Sanitary District Act of 1907, the North Shore Water Reclamation District Act, the Sanitary District of 1917, and the Metro-East Sanitary District Act of 1974. In provisions concerning the dissolution of sanitary and drainage districts, provides that the dissolution procedures described in the amendatory Act apply to drainage and sanitary districts operated under the Illinois Drainage Code or the Sanitary District Act of 1936 in a county that has more than 650,000 but fewer than 1,000,000 inhabitants (rather than to sanitary districts operated under the Illinois Drainage Code or the Sanitary District Act of 1936 in a county with fewer than 1,000,000 inhabitants). Makes changes concerning information that must be supplied to the Department of Revenue following the dissolution of such a district. Effective immediately.

Creates the Family Law Definitions Act. Defines and requires the use of the terms "high conflict", "parental alienation", and "safe parent" in family law cases. Provides that no alternative similar terms may be used or invented if their use or interpretation has the purpose or effect of evading compliance with these definitions. Provides that failure by a court to apply these definitions, if applicable, is reversible legal error and is cause for an appeal.
