Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that for dates of service on and after January 1, 2027, the Department of Healthcare and Family Services must increase the base per diem rate for inpatient general acute services for children's specialty hospitals that are not eligible for payments under the hospital assessment programs under the Hospital Provider Funding Article of the Code. Provides that the increase must consider the difference between children's specialty hospitals receiving hospital assessment payments and how to make rates more comparable. Permits the Department to consider spreading the increase over 3 calendar years. Effective January 1, 2027.

Amends the Cemetery Maintenance District Act. Provides that, on January 1, 2027, all cemetery associations in the State shall be incorporated as cemetery maintenance districts subject to the Act. Provides that the initial territory incorporated in a district shall be the land the cemetery association operated as a cemetery on the effective date of the amendatory Act. Amends the Cemetery Association Act to make conforming changes. Repeals the Cemetery Association Act on January 1, 2028. Effective immediately.

Creates the Faith-Based Housing and Mixed-Use By-Right Act. Provides that a unit of local government shall permit multifamily developments and mixed-use developments as allowable by-right uses on faith-based land. Provides that a unit of local government may not require a proposed multifamily or mixed-use development on faith-based land to obtain any discretionary approval in order to permit the proposed use and development or allow for the minimum development standards and limitations established by the Act. Provides that the by-right entitlement under the Act applies whether or not the faith-based organization continues to operate an existing religious, educational, or community facility on the same parcel or adjacent parcel, and regardless of whether the housing is owned, leased, operated, or developed by the faith-based organization or by a partner acting under agreement with the faith-based organization. Provides that nothing in the Act affects the authority of a unit of local government to apply to a development authorized by this Act requirements that are (1) generally applicable to comparable developments within the jurisdiction; (2) objective and ascertainable on the face of the ordinance or code provision; and (3) related to public health and safety. Provides that a unit of local government shall approve an application for a multifamily or mixed-use development on faith-based land if the development satisfies the unit of local government's generally applicable, objective land development and building regulations as limited by the Act. Limits the concurrent use of home rule powers. Effective immediately.

Creates the Local Government Essential Services Act. Defines "emergency medical services". Provides that emergency medical services shall be deemed an essential service in the State. Provides that the governing body of each municipality and county in the State shall ensure the availability of emergency medical services to provide for the needs of its population. Provides that the governing body of each municipality and county may provide emergency medical services by (1) providing a license or franchise to a private company; (2) contracting with a public, private, or nonprofit entity for emergency medical services; (3) entering into agreements with other units of local government; or (4) entering into agreements with hospitals, clinics, or any medical facility.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that provisions requiring the Department of Commerce and Economic Opportunity's official website to contain a comprehensive list of State, local, and federal economic benefits available to businesses in each of the State's counties and municipalities are repealed on July 1, 2026. Provides that the following reports shall be filed on or before January 31 of each year (instead of January 1): a report on entrepreneurial assistance centers; reports on the Enterprise Zone Loan Fund and the Large Business Attraction Fund; and reports concerning cannabis social equity. Amends the Southeastern Illinois Economic Development Authority Act. Makes changes concerning the membership of the Board of the Southeastern Illinois Economic Development Authority. Amends the Illinois Income Tax Act. Extends the sunset for the apprenticeship education expense tax credit, the research and development tax credit, the angel investment tax credit, and the River Edge Redevelopment Zone tax credit. Effective immediately.

Reinserts the provisions of the bill as amended by Senate Amendment No. 1 with these changes. Requires that a person or persons seeking to commence an action under the Act each have a household income of under 80% of area median income as determined by the United States Department of Housing and Urban Development for the county where the lands or tenements are located; and that the person or persons bringing the action have conducted a search, with due diligence, for anyone who may have an ownership interest in the property.

Amends the Children and Family Services Act. Requires each employee or applicant of the Department of Children and Family Services to self-report to the Department within 30 days of incurring any subsequent criminal history record information while employed or in anticipation of being employed at the Department, along with completing a self-certification form each year that there have been no updates to the employee's or applicant's criminal history record, on a form to be prescribed by the Department. Amends the Child Care Act of 1969. Requires each employee and volunteer of a child care facility or non-licensed service provider under the authority of the Department of Children and Family Services or the Department of Early Childhood to self-report to the appropriate Department within 30 days of incurring any subsequent criminal history record information while employed or in anticipation of being employed at the child care facility or non-licensed service provider, along with completing a self-certification form each year that there have been no updates to the employee's or volunteer's criminal history record, on a form to be prescribed by the appropriate Department. Defines "employee" to mean any staff person employed at a child care facility or non-licensed service provider, including any unlicensed contractual employee, substitute, or assistant and other support staff who have access to children.

Amends the Illinois Insurance Code. Requires the Director of Insurance to examine and investigate the affairs of any company to determine whether the company has been or is engaged in any rate setting that is excessive, inadequate, or unfairly discriminatory regarding affordable housing developments. Requires the Director to submit a report concerning aggregated housing insurance market statistics for the prior calendar year on or before October 1 of each year to the Governor and the General Assembly that shall be posted on the publicly accessible websites of both the Governor and the General Assembly. Provides that submissions that constitute trade secrets or sensitive commercial information are confidential under the Freedom of Information Act. Requires the Department of Insurance to consult with excess line and Illinois property insurance underwriting associations regarding reporting formats that capture excess-line placements and assigned-risk activity without identifying individual insureds. Grants the Department authority to adopt rules or circular letters, harmonize data standards with the National Association of Insurance Commissioners and other states, limit the burden on small insurers, and ensure data quality. Effective immediately.

Amends the Fish and Aquatic Life Code. In provisions concerning fishing licenses, provides that the holder of a lifetime fishing or hunting license or a lifetime sportsmen's combination license that was purchased on or after January 1, 2027 must pay the corresponding resident or non-resident fee when purchasing any permits or stamps required under the Code or the Wildlife Code based on the license holder's current permanent abode when purchasing the permit or stamp. Further provides that, if the lifetime license holder does not live in Illinois at the time of application for any lotteries, drawings, permits, or stamps that are issued or held pursuant to the Code, the Wildlife Code, or any administrative rules issued pursuant to the Code or the Wildlife Code, that lifetime license holder shall be considered a non-resident for purposes of all lotteries, drawings, permits, or stamps issued or held pursuant to the Code, the Wildlife Code, or any administrative rules issued pursuant to the Code or the Wildlife Code. Provides that the Department of Natural Resources shall suspend the privileges of any person who pleads guilty to, is found guilty of, or receives court supervision for a violation of provisions concerning fee fishing areas. Provides that the Department may refuse to issue, refuse to renew, suspend, or revoke any license issued under the Code if the Department finds that the licensed area or its operator is not in compliance with these requirements. Makes other changes.

Grants rulemaking and emergency rulemaking powers to the Illinois Gaming Board to authorize wagering on awards shows. Amends the Illinois Administrative Procedure Act to make conforming changes. Amends the Adult Education Act and the Public Community College Act. With respect to the annual report on adult education for the preceding school year by the Illinois Community College Board, removes the requirement to include a summary of State reimbursement for adult basic education, adult secondary education, English language acquisition, high school credit, integrated English literacy and civics education, and bridge and integrated education and training programs in coordination with vocational skills training. Provides that any public community college district maintaining adult educations classes for the instruction of those persons who, among other requirements, are 17 (rather than 16) years of age or older are entitled to claim an apportionment of State reimbursement. Allows classes in adult education to include digital literacy. Removes language providing that the maximum generation rate for reimbursement per credit hour or per unit of instruction shall be equal to the community college system reimbursement rate for adult education divided by one-third. Provides that State adult education funds, other than matching funds, are not subject to the authorizing federal law. Removes language providing that approved programs for adult education may assess students up to $6 per credit hour or unit of instruction per semester per student. Removes language requiring an education plan to be established for each adult learning participating in the instructional programs. Requires each adult learner participating in the instructional programs to complete an assessment of foundational skills to appropriately place the adult learner in an instructional program. Makes other and conforming changes.
