Creates the Drone Safety and Interference Prevention Act. Creates the offenses of (1) unlawful imaging of an emergency response activity; (2) unlawful operation over critical infrastructure facilities; and (3) unlawful operation of a drone over a correctional institution or facility. Defines these offenses and establishes penalties. Provides that a private person or entity operating a drone in the State is prohibited from equipping or using on the drone any firearm, weaponized laser, kinetic impact projectile, chemical agent or irritant, or any other lethal or non-lethal weapon. Provides that a law enforcement officer may seize a drone and any attached equipment, including any image-capturing devices, storage media, or weapons, if the officer has probable cause to believe the drone was used or operated in violation of the Act. Provides that any drone or equipment seized under the Act is subject to forfeiture in accordance with the Criminal Code of 2012 and the Forfeiture Article of the Code of Criminal Procedure of 1963, as applicable. Provides that the State may use forfeited drones and equipment for law enforcement purposes, including training and counter-drone operations. Provides that prior to forfeiture, the court shall provide notice and an opportunity for hearing to the owner or operator of the drone, unless the drone was abandoned or unclaimed. Provides that, if the court determines, by a preponderance of the evidence, that the drone was used in violation of the Act, the drone shall be forfeited to the State. Provides that any images or data seized under the provision shall be retained only if there is a reasonable suspicion they contain evidence of a crime. Provides that all other data must be deleted within 30 days unless relevant to an ongoing investigation. Provides that the State, any unit of local government, any law enforcement agency or any officers or agents of those entities that are acting reasonably and in good faith to enforce the Act are not civilly liable for damage to or loss of a drone, except for willful or wanton misconduct. Provides that the Act shall be enforced by State and local law enforcement agencies. Provides that enforcement data under the Act shall be reported through the Illinois State Police's existing Uniform Crime Reporting program. Contains a severability provision. Effective January 1, 2027.

Creates the Multi-Unit Residential Rental Property Right of First Refusal Act. Requires the owner of a multi-unit residential rental property that offers the property for sale to provide written notice to each tenant and the tenants' association offering the tenants' association an opportunity to purchase the property at a price and terms that represent a bona fide offer of sale. Exempts property governed by the Condominium Property Act. Provides that the tenants, by and through the tenants' association, have the right to purchase the residential rental property if the tenants meet the price, terms, and conditions of the property owner by executing a contract with the property owner within 60 days, unless agreed to otherwise, from the date of mailing of the notice. Provides that, if a contract between the owner and the association is not executed within the 60-day period, the property owner has no further obligation under the Act unless the owner thereafter elects to offer the property at a price materially lower than the price specified in the notice provided to the association. Defines a materially lower price as a price that is at least 20% lower than the price specified in the notice to the officers of the tenants' association. Provides that if the property owner thereafter elects to offer the property at a price materially lower than the price specified in the notice, the tenants, by and through the tenants' association, have an additional 10 days to meet the new price, terms, and conditions by executing a contract. Provides this right to purchase the property is void if no contract for sale by the tenants' association and the property owner has been reached within the 60-day period or any additional 10-day period. Authorizes the property owner to record in the county in which the property is located an affidavit that the owner has complied with the Act's requirements. Specifies that if the tenants wish to exercise the rights under the Act, they must form an association that must be a corporation or a not-for-profit corporation with the written consent of two-thirds of all of the tenants. Sets out requirements for matters to be included in the articles of incorporation, bylaws, and power and duties of the tenants' association. Allows an aggrieved party to file a civil action for damages. Makes other changes.

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that the credit against withholding that is awarded to taxpayers who are primarily engaged in the recycling and melting of steel products and in the manufacturing of new steel wire and rod products shall be 100% of the amount of withholding.

Amends the Self-Service Storage Facility Act. Provides that after the expiration of the time given in the notice, an advertisement of the sale or other disposition must be published once a week for two consecutive weeks in a newspaper of general circulation where the self-service storage facility is located, or once in a newspaper of general circulation where the self-service storage facility is located and once on a publicly accessible online website that regularly advertises or conducts personal property auctions or sales.

Amends the Illinois Worker Adjustment and Retraining Notification Act. Provides that, when required to report the reason for a mass layoff or closing, the employer shall disclose any artificial intelligence-related job impacts, including the number of employees laid off substantially due to the replacement or automation by artificial intelligence of the functions performed by the employees. Provides that, if the Department of Commerce and Economic Opportunity issues any public report disclosing mass layoffs or closings, the Department shall include the reason for the mass layoff or closing in the report, including whether the mass layoff or closing is substantially due to artificial intelligence. Makes other changes.

Amends the Unified Code of Corrections. Provides that, beginning on July 1, 2026, the Department of Corrections shall adhere to a standardized process for all incoming publications. Provides that the process shall not prohibit a committed person's access to physical, hard copy publications, and allow members of the public to mail committed persons publications. Provides that, even if the Department adopts a policy that requires or contracts with a vendor for the digitization or photocopying of incoming mail or publications, the Department shall still provide access to physical, hardcopy publications. Effective immediately.

Amends the Live Theater Production Tax Credit Act. Provides that a pre-Broadway production must have a presentation scheduled for Broadway's Theater District in New York City no later than 18 months after its Illinois presentation (currently, must have a goal of having a presentation scheduled for Broadway's Theater District in New York City after its Illinois presentation). Provides that, if, in any State fiscal year, less than $2,000,000 in credits are awarded for long-run productions and pre-Broadway productions under the Act, then the difference between $2,000,000 and the amount of credits awarded for long-run productions and pre-Broadway productions in that fiscal year may be added to the $2,000,000 in credits allowed to be awarded for commercial Broadway touring shows in that State fiscal year. Amends the Illinois Income Tax Act. Extends the sunset of the live theater production credit until January 1, 2039 (currently, January 1, 2027). Effective immediately.

Amends the Illinois Controlled Substances Act. Provides that a prescriber is not subject to criminal liability or professional discipline for failure to register with the Prescription Monitoring Program due to technological or electrical failures or operational issues that prevent registration. Provides that each prescriber or the prescriber's designee shall document an attempt to access patient information in the Prescription Monitoring Program to assess patient access to controlled substances when providing an initial prescription for any stimulant substances listed in Schedule II and all prescriptions (rather than an initial prescription) for Schedule II opioids and Schedule IV benzodiazepine (rather than Schedule II narcotics, such as opioids).

Amends the Delinquent Minors Article of the Juvenile Court Act of 1987. Adds a Part concerning Fitness to Stand Trial. Specifies the unfitness standard for a minor. Sets forth procedures to raise the issue of the unfitness of a minor. Specifies the burden of proof and a presumption. Provides requirements for a fitness evaluation and hearing to determine the fitness of a minor. Provides the requirements for the services to attain fitness, the period to obtain fitness, initial and subsequent progress reports, periodic hearings, and in-court assistance to render a minor fit. Specifies time credit and sentencing guidelines for a minor who attains fitness. Provides for the legal disposition of a minor if fitness cannot be attained. Creates the Juvenile Discharge Hearing Task Force to examine the juvenile discharge hearing process, compare Illinois' process with those of other states with juvenile fitness standards, and recommend reforms to the process that ensures minors receive meaningful treatment for existing mental health needs. Provides that the recommendations shall include statutory language to update the juvenile hearing discharge process and whether the juvenile discharge hearing should take place on the same timeframe as discharge hearings for adult offenders. Provides that the Task Force may meet in person or virtually and shall issue a written report of its findings and recommendations to the General Assembly on or before July 1, 2027. Repeals task force provisions on January 1, 2028. Contains other provisions. Contains a severability provision. Effective July 1, 2026.

Amends the State Finance Act. Creates the Municipal Water Infrastructure Sustainability Fund. Provides that moneys in the Fund shall be used by the Environmental Protection Agency to provide dedicated, ongoing financial support to water and wastewater systems owned by municipalities to allow the water and wastewater systems to make capital repairs, upgrades, and improvements with the goal of preserving public ownership of the water and wastewater systems and preventing forced privatization due to unaffordable infrastructure costs.

Reinserts the provisions of the introduced bill with the following changes. Amends the General Obligation Bond Act. Authorizes an additional $700,000,000 (rather than $1,000,000,000) of State Pension Obligation Acceleration Bonds. Makes a conforming change. Amends the State Employees, State Universities, and Downstate Teachers Articles of the Illinois Pension Code. Extends the option for a participant to receive an accelerated pension benefit payment in lieu of any pension benefit or for a reduction in the increases to his or her annual retirement annuity and survivor's annuity to June 30, 2028 (instead of June 30, 2030). Amends the State Property Control Act. Provides that the board of trustees of a public university or college in Illinois that offers courses in aviation, flight training, or other subjects involving knowledge of the workings of an airplane may sell a qualified transferable airplane, including its parts, to a bona fide purchaser for value and on terms that are in the best interests of that public university or college and are consistent with that university's or college's objects and purposes. Provides that the public university or college may retain the proceeds from the sale in a separate account for the purpose of maintaining the university's or college's fleet of aircraft or for the purpose of purchasing replacement aircraft.

Amends the Motor Vehicle Franchise Act. Provides that it shall be deemed a violation for a manufacturer, distributor, wholesaler, or other specified entity to distribute new motor vehicles directly to consumers or to circumvent franchise distribution obligations under the Act. Provides that a manufacturer, common entity, or distributor, other than a manufacturer or distributor that was lawfully licensed to sell new motor vehicles directly to customers in the State before January 1, 2022, shall not own or operate a dealership or directly sell new vehicles in the State. Provides that it shall be deemed a violation for any manufacturer with an established franchise dealer network in the State to engage in the sale, lease, or servicing of new motor vehicles in a manner that bypasses or competes with the manufacturer's existing franchisee network. Makes conforming and other changes. Defines terms.
