Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the Department of Public Health shall conduct a Grooming Awareness Public Educational and Outreach Program, which is a public education and outreach program concerning the grooming of children, including, but not limited to, grooming behaviors and how to recognize, prevent, and report grooming behaviors. Provides that the Department of Public Health may work with other organizations to help conduct the Program which may include, but is not limited to, the Illinois Coalition Against Sexual Assault (ICASA) or the Chicago Alliance Against Sexual Exploitation (CAASE). Provides that the Department of Public Health may adopt rules that are necessary to conduct the Program. Amends the Criminal Code of 2012. Creates the offense of failure to report grooming of a child. Provides that a person 18 years of age or older commits the offense when he or she personally observes the grooming between a person whom he or she knows is 18 years of age or older and a person he or she knows is a child under 17 years of age, and knowingly fails to report the grooming to law enforcement. Provides that the offense does not apply to a person who makes timely and reasonable efforts to stop the sex offense or unlawful sexual conduct by reporting the grooming or sexual conduct in conformance with the Abused and Neglected Child Reporting Act or by reporting the sex offense or causing a report to be made, to medical or law enforcement authorities or anyone who is a mandated reporter under the Abused and Neglected Child Reporting Act. Provides that a person who commits failure to report grooming of a child is guilty of a Class A misdemeanor for the first violation and a Class 4 felony for a second or subsequent violation. Provides that nothing in the provision shall be construed to allow prosecution of a person who personally observes the act of grooming and assists with an investigation and any subsequent prosecution of the offender.

Amends the Unified Code of Corrections. Provides that it is a factor that shall be accorded weight in favor of imposing a term of imprisonment or may be considered by the court as reasons to impose a more severe sentence that the defendant committed an act of sexual conduct or sexual penetration with a student at a school and the defendant was employed as school personnel and the act of sexual conduct or sexual penetration occurred, regardless of the place of occurrence of the act of sexual conduct or sexual penetration, at the time the defendant was employed as school personnel. Defines "school personnel" and "student".

Amends the Interscholastic Athletic Organization Act. Provides that the Illinois High School Association and the State Board of Education, in consultation with the Department of Public Health, the Illinois Athletic Trainers Association, and the National Institutes of Health, may develop and implement eligibility standards for public and nonpublic schools and institutions of higher education to obtain a Safe Sports School Seal. Sets forth standards to receive the Safe Sports School Seal, and provides for application. Grants rulemaking authority to the State Board of Education. Effective July 1, 2026.

Amends the Personalized Algorithmic Pricing Disclosure Act. Provides that any entity that sets the price of goods or services using personalized algorithmic pricing, and that directly or indirectly advertises, promotes, labels, or publishes a statement, display, image, offer, or announcement of personalized algorithmic pricing to a consumer, using personal data specific to the consumer, shall include a specified disclosure. Sets forth exceptions to the provision. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective immediately.

Reinserts the provisions of the engrossed bill with the following changes. Makes changes to definitions of the terms "abortion-related health care services", "electronic health network", and "patient". Adds definitions of the terms "coded private health care information", "covered entity", and "private health care information". Deletes the definition of "protected health information". Provides that an electronic health network shall prevent the disclosure of a patient's coded private health care information (rather than specified electronic medical information) to a provider, business entity, other electronic health network, or health information exchange located outside this State unless the disclosure is for certain enumerated purposes. Makes changes concerning the prerequisites for disclosure to a covered entity. Makes changes concerning the technological capabilities an electronic health network must develop. Provides that, if the Department of Public Health adopts rules regarding the definition of private health care information, the Department shall consider any necessary exceptions to segregation in the rules it adopts. Specifies that the Act shall not be construed to require health care providers to use electronic health networks. Makes changes in a provision concerning patient directions to share medical information. Makes other changes. Effective July 1, 2027.

Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that, for persons dying on or after January 1, 2027, the exclusion amount shall be the applicable exclusion amount calculated under Section 2010 of the Internal Revenue Code as that Section exists on the effective date of the amendatory Act, including the inflation adjustment and including any deceased spousal unused exclusion amount (currently, the exclusion amount for Illinois estate tax purposes is $4,000,000). Effective immediately.

Amends the Unified Code of Corrections. Provides that the court shall sentence the defendant to a term of natural life imprisonment for first degree murder if the defendant, at the time of the commission of the murder, had attained the age of 18, and is found guilty of the first degree murder of a child under the age of 5 who is determined by the court, upon testimony of a physician, to have died from abusive head trauma caused by the defendant. Provides that "abusive head trauma" includes shaken baby syndrome. Defines "abusive head trauma" and "shaken baby syndrome".

Amends the Criminal Code of 2012 and the Drug Asset Forfeiture Procedure Act. In various forfeiture proceedings, provides that notice of the proceedings to the owner or interest holder of the property may be satisfied by service by email as provided in Illinois Supreme Court Rule. Provides that if the property of the owner or interest holder is required by law to be registered at a specific address, the notice may be satisfied by a single certified mailed notice to the address of the registered property.
