Amends the Unified Code of Corrections. Provides that the sentence credit for various offenses in which the prisoner could receive no more than 7.5 days sentence credit for each month of his or her sentence of imprisonment shall be changed to one day of sentence credit for each day of his or her sentence of imprisonment. Provides that each day of sentence credit shall reduce by one day the prisoner's period of imprisonment or recommitment. Provides that the Department of Corrections and the Department of Juvenile Justice shall recalculate the release dates for sentences under this provision within 6 months after the effective date of the amendatory Act.

Amends the Unified Code of Corrections. Provides that a person serving a sentence under the law in effect prior to February 1, 1978 who is released from imprisonment shall be placed on mandatory supervised release in the same manner and for the same term as provided in the mandatory supervised release provisions of the Code for persons sentenced under determinate sentencing. Provides that any reference to "parole" under the Sentencing Chapter of the Code and the mandatory supervised release provisions of the Code mean "mandatory supervised release". Provides that the changes made by the amendatory Act apply retroactively. Effective immediately.

Amends the Public Utilities Act. In provisions concerning the obligations of alternative retail electric suppliers and provisions concerning the obligations of alternative gas suppliers, provides that the alternative retail electric supplier or alternative gas supplier shall submit to the Illinois Commerce Commission and the Office of the Attorney General certain information about rates that the alternative retail electric supplier or alternative gas supplier charged to residential customers in the prior year, including the number of customers that were enrolled for each rate. Provides that an alternative retail electric supplier or alternative gas supplier shall not pay a commission or any other incentive-based compensation to individuals engaged in in-person solicitation or telemarketing and shall not charge a rate that is more than 25% higher than the current electric supply price or current monthly gas supply rate to any residential or small commercial retail customer at any time. In provisions concerning alternative retail electric supplier selection and provisions concerning alternative gas suppliers, provides that an alternative retail electric supplier or an alternative gas supplier shall not automatically renew a consumer's enrollment after the current term of the contract expires when the renewed contract provides that the consumer will be charged a rate that is higher than the consumer's current contract rate unless: (i) the alternative retail electric supplier or alternative gas supplier complies with certain provisions concerning contract renewal; and (ii) the customer expressly consents to the contract renewal in writing or by electronic signature at least 30 days, but no more than 60 days, before the contract expires. Makes other changes.

Amends the Liquor Control Act of 1934. Requires an applicant for a retail license to provide the applicant's primary and supplementary email address to which all license-related notices may be served. Provides that certain licenses shall not be revoked or suspended except after a hearing by the State commission with reasonable notice to the licensee served by electronic or other reasonable means (instead of by registered or certified mail with return receipt requested) at least 10 days prior to the hearings at the last known place of business of the licensee or to the licensee's primary or supplemental email address and after an opportunity to appear and defend.

Provides that no relying party, including law enforcement, may take physical possession of a mobile identification card holder's mobile device for purposes of verifying the mobile identification card holder's identity. Amends the Illinois Income Tax Act. Creates a corporate income tax deduction for hemp business establishments in an amount equal to 50% of the income generated by the sale of products made by businesses owned by minority and other specific priority-population-owned businesses. Amends the Tobacco Products Tax Act of 1995 to exclude hemp-cannabinoid products subject to tax under the Industrial Hemp Act from the definition of tobacco products. Amends the Liquor Control Act of 1934 to provide that hemp extract and hemp-cannabinoid products made in compliance with State law are considered fit for human consumption. Authorizes liquor license holders to manufacture, distribute, and sell such products. Amends the Industrial Hemp Act to establish a comprehensive regulatory framework for hemp and hemp-derived cannabinoid products, including licensing, registration, packaging and labeling standards, age verification, laboratory testing, recordkeeping, enforcement, and penalties. Creates the Hemp Social Equity Fund to support loans, grants, and technical assistance for social equity applicants. Makes conforming changes to the State Finance Act. Effective January 1, 2027.

Amends the Community Mental Health Act. Provides that the governing body of a community mental health board may from time to time fix, by ordinance, compensation for board members. Permits such compensation to be computed on a per diem basis, on an annual basis, or on a combined per diem and annual basis. Provides that until compensation is fixed by the governing board, members of the community mental health board shall serve without compensation. Provides that, after compensation is established, no change in the compensation of any member, or the basis therefore, shall take effect during the term of office for which such member has been appointed. Provides that compensation for board members shall be charged on the board and paid out of the Community Mental Health Fund. Prohibits a board member's spouse or immediate family member from receiving any compensation for the board member's service on the board.

Amends the Illinois Income Tax Act. Provides that, if the amount of the credit for residential real property taxes exceeds the taxpayer's liability, that amount shall be refunded if the taxpayer is 65 years or older and has a federal adjusted gross income of not more than $50,000. Provides that the credit is exempt from the Act's automatic sunset provision. Effective immediately.

Amends the Charter Schools Law of the School Code. Allows the State Board of Education to withhold from each charter school it authorizes up to an additional 3% of the revenue provided to the school as an administrative fee for the purpose of conducting administrative duties related to the administration of the charter school contract, oversight, or authorizing services. Provides that for a charter school authorized by a school board, any amount of agreed funding withheld by the school board as an administrative fee for the purpose of conducting administrative duties related to the administration of the charter school contract, oversight, or authorizing services may not exceed 3% of agreed funding and the amount withheld may not result in the charter school receiving less than the required minimum funding level. Sets forth allowable uses for the administrative fee. Provides that any portion of the administrative fee that is not expended on allowable uses during the fiscal year shall be returned to the charter school. Requires the school board to provide an annual public accounting to the charter school and to the State Board detailing the amount collected as an administrative fee, the allowable uses funded from the fee, and the amount returned from any unexpended fee funds.

Amends the Department of Human Services Act. In provisions concerning the transition program grants to assist eligible community agencies with active or pending Section 14(c) certificates to transition away from subminimum wages for workers with disabilities, requires the Department of Human Services to ensure equitable access to transition grants for all eligible holders of Section 14(c) certificates by (i) avoiding the concentration of funding among a limited number of grant recipients and (ii) promoting equity in the distribution of funds by being inclusive of all geographic regions of the State, provider sizes, and transition needs. Provides that every applicant that applies for grant funds and meets the grant criteria established by the Department shall be awarded a grant in an amount based upon the Department's funding criteria. Requires grant recipients to submit progress reports to the Department twice annually on a form developed by the Department in consultation with the Illinois Council on Developmental Disabilities. Sets forth the information required in the reports. Requires the Department to aggregate data collected from the reports and make it publicly available on an annual basis. Amends the Employment and Economic Opportunity for Persons with Disabilities Task Force Act. Requires the Department to ensure that there is project management for statewide implementation of the multi-year plan under the Dignity in Pay Act, Public Act 103-1060, through December 31, 2029. Sets forth a list of project management responsibilities. Requires the Department to ensure the availability of ongoing technical assistance to eligible Section 14(c) certificate holders throughout the transition period ending on December 31, 2029. Sets forth the type of technical assistance to be provided. Provides that funds appropriated for Section 14(c) transition purposes may be used for (i) transition program grants to eligible providers, (ii) statewide project management and coordination, and (iii) technical assistance and capacity-building supports. Effective immediately.

Amends the evidence-based funding provisions of the School Code. Includes in the definition of "Organizational Unit" a State-approved charter school that has greater than or equal to 15% fewer low-income students than the school district in which the charter school is located. Requires the State Board of Education to determine how each funding variable within the evidence-based funding formula needs to be adjusted to accommodate the changes made by the amendatory Act. Effective immediately.

Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Provides that Department has the power to expend moneys appropriated to the Department from the Park and Conservation Fund in the State treasury for furtherance of the Department's programs or for use by the Department for the Department's normal operations and for the construction and maintenance of State owned, leased, and managed sites (rather than the ordinary and contingent expenses of the Department). Amends the State Finance Act. Provides that the Comptroller shall order transferred and the Treasurer shall transfer from the Park and Conservation Fund Account in the Build Illinois Fund to the Park and Conservation Fund 1/12 of $10,000,000, plus any cumulative deficiency in those transfers for prior months, for any purposes (rather than Conservation and Park purposes) as enumerated in Section 805-420 of the Department of Natural Resources (Conservation) Law or for the same purposes as specified in any other State general obligation bond Act. Amends the Illinois Vehicle Code. Provides that the moneys deposited in the Park and Conservation Fund shall be used as provided for in Section 805-420 of the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois (rather than for the development and acquisition of bike paths).

Provides that the description of a vehicle in a certificate of title for a specially constructed vehicle containing a motor shall state how the vehicle was constructed, including the origin, make, model, year, and identification numbers of the major component parts used to construct the specially constructed vehicle.
