Creates the Algorithmic Pricing Prohibition Act. Provides that a person or entity that sells or offers to sell consumer goods or services to consumers in this State shall not engage in surveillance pricing (algorithmic pricing that uses a consumer's personal data to generate a price for consumer goods or services that is set for a consumer based on the consumer's personal data). Provides that the Act does not apply to: specified types of price changes; algorithmic pricing models that do not use personal data; or the use of consumer personal data for purposes of determining creditworthiness or underwriting a consumer's ability to repay. Provides that the Attorney General may: investigate a claim that a person violated the Act; bring an action in the name of the People of this State to restrain or enjoin by preliminary or permanent injunction the person from violating the Act; seek restitution and petition a circuit court for the assessment of a civil penalty; and recover all reasonable costs of bringing an action. Provides that a person who violates the Act is liable for a civil penalty of not more than $50,000 for each violation. Preempts home rule. Provides that nothing in the Act shall be construed to limit any federal or State law.

Amends the School Code. In provisions concerning the administration of asthma medication, epinephrine injectors, opioid antagonists, and oxygen, provides that "trained personnel" includes coaches and athletic trainers. Defines "coach" as a volunteer or employee of a school who is responsible for organizing and supervising students to teach or train them in the fundamental skills of an interscholastic athletic activity, and provides that "coach" refers to both a head coach and an assistant coach. Defines "athletic trainer" as a licensed athletic trainer hired by or contracted by a school district or the governing body of a charter school or nonpublic school to aid a school in the evaluation, prevention, or physical reconditioning of injuries and the management of asthma, the prevention of asthma symptoms, and emergency asthma response in a school setting. Provides that a school district, public school, charter school, or nonpublic school may maintain a supply of asthma medication in a practice field or gym. Provides that the changes made by the amendatory Act are subject to appropriation or available grant funding.

Amends the Tobacco Products Tax Act of 1995. Provides that, beginning on July 1, 2026, it shall be unlawful for any person to engage in business as a remote retail seller without first having obtained a license to do so from the Department of Revenue. Provides that, beginning on July 1, 2026, any person engaged in business as a remote retail seller of tobacco products shall be taxed at the rate of 45% of the wholesale price of tobacco products sold or otherwise disposed of to retailers or consumers located in the State. Defines "remote retail seller" as a person located inside or outside of the State who makes remote retail sales. Makes conforming changes. Effective July 1, 2026.

Amends the Illinois Police Training Act. Provides that the Illinois Law Enforcement Training Standards Board shall develop or approve a standard curriculum for certified training programs in the recognition of trauma-informed responses to traumatic events, adverse childhood experiences, and toxic stress among law enforcement. Provides that the training shall include (1) teaching officers how to define and distinguish between acute trauma, chronic trauma, cumulative occupational stress, adverse childhood experiences, and toxic stress; (2) teaching officers to recognize trauma-related responses in themselves and others through behavioral, cognitive, emotional, and physiological indicators of traumatic stress, including how these indicators may present during calls for service and during officer-public interaction; (3) teaching officers the impact of trauma and how occupational trauma exposure, moral injury, burnout, toxic work environments, and cumulative stress affect decision making, communication, performance, and well-being; (4) education on the effects of psychological safety on organizational culture of law enforcement and the immediate work environment; (5) ways to improve psychological safety through trauma-informed communication and interaction skills, such as reducing escalation and engaging peers and other officers in a compassionate, culturally responsive, and nonjudgmental manner; (6) techniques for compassionate, sensitive, and nonjudgmental service delivery, including trauma-responsive communication and de-escalation; (7) procedures for recognizing and responding to traumatically triggering situations and emphasize tools and techniques for achieving situationally optimal outcomes; and (8) comprehensive strategies and tools to manage the impact of trauma, cumulative occupational stress, adverse childhood experiences and toxic stress. Provides that the training must be presented in all full and part-time basic law enforcement academies on or before July 1, 2027. Provides that law enforcement agencies must present the training to all law enforcement officers within 3 years after the effective date of the amendatory Act. Provides that the Board shall evaluate training effectiveness through post-training assessments, ongoing officer feedback, wellness and safety metrics, and annual public reporting.

Amends the Compulsory Attendance Article of the School Code. Provides that, beginning with the 2028-2029 school year, any pupil enrolled in the public schools who is of compulsory school age but who has not yet attended kindergarten at a public, private, or parochial school shall be required to satisfactorily complete kindergarten before advancing to first grade. Effective immediately.

Amends the Public Higher Education Act. Provides that if a scholarship or tuition waiver funded by the federal government has been awarded by a public institution of higher education to a student and the federal government shuts down due to a lapse in appropriations, then (i) the scholarship or waiver shall remain in effect for the duration of the shutdown and (ii) the student is not required to pay the amount that was covered by the scholarship or waiver during the award period if the institution of higher education has reasonable confidence that a disbursement from the federal government to cover the cost of the scholarship or waiver will be made upon the reopening of the federal government.

Reinstates the provisions of the introduced bill, except changes the definition of "covered animal" to include: (1) cougar (puma concolor); (2) jaguar (panthera onca); (3) leopard (panthera pardus), excluding Amur leopard (panthera pardus orientalis); (4) lion (panthera leo); and (5) tiger (panthera tigris). Eliminates from the definition of "covered animal" felidae. Changes the exemptions from a violation of the provisions to a performance of a covered animal that: (1) takes place at a non-mobile, permanent institution, or other fixed facility licensed by the United States Department of Agriculture; and (2) is conducted by the non-mobile, permanent institution, or fixed facility. Effective July 1, 2026.

Amends the Illinois Lottery Law. Allows a licensed lottery sales agent to enter into an agreement with a third-party entity to assist with processing the sale of lottery tickets on behalf of the licensed lottery sales agent. Requires the licensed sales agent to provide a copy of agreement to the Lottery Control Board within 5 business days of execution. Requires the agreement to include at least the following: (1) terminal usage cannot be commingled at the location; (2) a ticket may only be sold to a person physically located in the State; (3) a third-party entity shall not share or sell user data to an entity unaffiliated with the retailer or third-party entity; and (4) the third-party entity shall adhere to all rules established by the Board related to the sale of lottery tickets. Effective immediately.
