Amends the Military Veterans Assistance Act. Expands the Act to permit the creation of Jurisdictional Veterans Assistance Commissions (JVAC) in counties that did not have a Veterans Assistance Commission prior to January 1, 2026, and in which there exists a judicial circuit whose jurisdictional boundaries include multiple counties. Provides that veteran service organizations located within any of those counties that are within the judicial circuit's jurisdictional boundaries may come together and create a JVAC that shall provide services to veterans and their families and shall be known as the Veterans Assistance Commission (VAC) of that judicial circuit. Contains provisions on the selection process for the JVAC superintendent and delegates; and other matters. Expands the Act to provide assistance for military veterans who served in the armed forces of the United States, as defined, and did not receive a bad conduct or dishonorable discharge or other equivalent discharge. Provides that if a supervisor of general assistance or county board fails or refuses to provide assistance recommended by the assistance committee of a veterans service organization, VAC, or JVAC, then the veterans service organization, VAC, or JVAC may request that all parties involved enter into an arbitration agreement. Permits any person who is eligible for assistance under the Act to bring a civil action against the county for failing or refusing to provide such assistance. Prohibits the disbursement or transfer of VAC or JVAC funding to any not-for-profit corporation or any other such organization. Contains provisions on annual voting reporting requirements; mandatory training for VAC and JVAC delegates and alternates; a prohibition on a VAC or JVAC establishing or operating a not-for-profit corporation that has a name substantially similar to the name of the VAC or JVAC; permission to receive gifts or donations in furtherance of veterans' interests; benefits for VAC and JVAC employees; the establishment of a Veterans Assistance Provost within the Office of the Attorney General; audit reports; and other matters.

Amends the Hospital Services Trust Fund Article of the Illinois Public Aid Code. In provisions requiring the Department of Healthcare and Family Services to pay safety-net hospitals a low volume add-on payment of $200 for each inpatient General Acute and Psychiatric day of care, removes the December 31, 2026 sunset date for such add-on payments. Effective immediately.

Amends the Nurse Practice Act. Provides that registered professional nursing practice is a scientific process founded on a professional body of knowledge. Provides that professional nursing practice is a learned profession based on the understanding of the human condition across the life span and environment, includes all nursing specialties, and means the performance of any nursing act based upon professional knowledge, judgment, and skills acquired by means of completion of an approved professional nursing education program. Provides that registered professional nurses may delegate nursing interventions and tasks (rather than nursing interventions) to other registered professional nurses and licensed practical nurses based on a comprehensive nursing assessment. Provides that registered professional nurses may delegate tasks to unlicensed personnel based on a comprehensive nursing assessment. Provides that a registered professional nurse is prohibited from delegating work requiring nursing knowledge, assessment, judgment, inference, and decision making (including medication administration), the development of a plan of care, and the evaluation of a plan of care to unlicensed non-nurse personnel. Removes provisions concerning delegation of nursing interventions and administration of medications in community-based or in-home care settings. Makes other changes. Effective immediately.

Amends the Property Tax Code and the Mobile Home Local Services Tax Enforcement Act. Provides that, when the holder of the certificate of purchase is the county as trustee for taxing districts, upon request of or consent by the county as trustee, the county collector may declare an administrative sale in error at any time and for any reason. Provides that the declaration shall state the reason why the sale should not have occurred.

Amends the Sales Finance Agency Act. Makes changes to defined terms. Provides that applicants for a license shall apply in a form prescribed by the Secretary of Financial and Professional Regulation. Prohibits any person, partnership, association, corporation, limited liability company, or other entity engaged in a business regulated by the Act from operating the business under a name other than the real names of the entity and individuals conducting the business. Grants the Secretary authority to issue a license upon completion of the specified filing and investigatory requirements. Sets forth further licensing requirements. Provides that all moneys received by the Secretary under the Act in conjunction with the provisions relating to sales finance agencies shall be paid into the Financial Institution Fund. Prohibits a sales finance agency from aiding or seeking to aid any person in the violation of the Retail Installment Sales Act or the Motor Vehicle Retail Installment Sales Act. Grants additional investigatory, disciplinary, and examination authority to the Secretary. Establishes rulemaking provisions. Grants the Department authority to adopt rules to provide for review within the Department of the Secretary's decisions affecting the rights of persons or entities under the Act. Allows the Secretary to request a circuit court to assess a civil penalty of up to $10,000 (rather than $1,000) for violations of the Act. Repeals various provisions of the Act. Makes other changes. Effective immediately.

Amends the Property Tax Code. Provides that, with regard to all applicants who meet the household income and other qualifications set forth for the Low-Income Senior Citizens Assessment Freeze Homestead Exemption, and notwithstanding any other law, for property tax bills prepared for tax year 2026 and thereafter, the county collector shall bill the eligible household an amount that shall not exceed the property tax bill for the same household for the prior tax year. Provides an exception to the level tax billing privilege when an assessed improvement is made by the owner or occupant of the real property. Provides that eligibility for level property tax billing is contingent upon the household's continuing eligibility for the Low-Income Senior Citizens Assessment Freeze Homestead Exemption.

Amends the Property Tax Code. In a provision concerning the exemption for property used for charitable or beneficent purposes, provides that the term "institution of public charity" includes a not-for-profit organization that is organized and operated primarily as an entrepreneurial support organization and that supports, mentors, and trains entrepreneurs, if the applicant provides: (i) affirmative evidence that the organization is an exempt organization under Section 501(c)(3) of the Internal Revenue Code or its successor and (ii) affirmative evidence that the property is used for the provision of services typically provided by entrepreneurial support organizations. Provides that an entrepreneurial support organization shall satisfy the conditions for a property tax exemption with respect to any of its properties and shall be issued a charitable exemption for that property if the value of charitable services or activities provided by the entrepreneurial support organization using the property during the relevant year equals or exceeds the estimated property tax liability of the property for the year for which an exemption is sought. Specifies that the provisions of the amendatory Act are declarative of existing law and are to be given retroactive effect.

Amends the State Finance Act. Creates the Community Housing Reintegration Fund. Provides that moneys in the Fund may be used to provide housing-related costs for eligible persons who are either (i) transitioning out of congregate long-term care settings into less restrictive independent and community-based housing or (ii) facing impending placement in a congregate long-term care facility due to lack of affordable accessible housing. Amends the Property Tax Code. Increases the real estate transfer tax from $0.50 per $500 of valuation to $0.75 per $500 in valuation. Provides that a portion of the proceeds from the real estate transfer tax shall be deposited into the Community Housing Reintegration Fund. Effective immediately.

Provides that no publisher shall enter into a contract or license agreement to distribute electronic literary materials to a library that requires, coerces, or enables (rather than requires) the library to violate the Library Records Confidentiality Act. Provides that the Act applies to any contract or license agreement to distribute electronic literary materials to: (1) a library located in the State; or (2) a library consortium acting on behalf of one or more libraries located in the State. Sets forth provisions concerning governing law and forum. Provides that a library, library consortium, or library officer acting within the scope of official duties on behalf of a library or library consortium may bring an action for declaratory or injunctive relief to enforce the Act. Adds a severability clause. Makes other changes. Effective immediately.

Amends the Illinois Insurance Code. Defines terms. Provides that "insurer" means a company, firm, partnership, association, order, society, or system that is obligated to pay at least part of the cost of repairing the exterior of an insured's motor vehicle under an insurance policy issued by the company, firm, partnership, association, order, society, or system. Provides that an insurer may not direct a body shop to repair an insured's motor vehicle until the insurer or its agent has given the insured written notice that meets certain requirements. Sets forth requirements for the content of the written notice. Provides that an insurer or its agent shall give an insured an opportunity to indicate in writing the type of body parts that the insured approves for use in the repair of the insured's motor vehicle. Provides that an insurer who violates certain requirements commits an improper claims practice. Provides that the requirements of the amendatory provisions apply only for 5 years after the model year of the applicable motor vehicle. Provides that the requirements of the amendatory provisions may be fulfilled on behalf of an insurer by the body shop that is directed by the insurer to repair the applicable motor vehicle. Makes a conforming change.

Amends the School Code. Provides that a school board shall, upon passage of a referendum after submission of a petition signed by no less than 8% of the school district's voters in the last consolidated election, or may, by resolution, enter into a joint agreement with other school boards to share the services of a superintendent or other administrator. Provides that any savings realized by sharing services must be divided equally between classroom needs and property tax relief. Provides that a school district wishing to withdraw from the joint agreement shall obtain from its school board a written resolution approving the withdrawal and shall present a petition for withdrawal to the other member school districts within the timelines designated by the joint agreement if the school district entered into the joint agreement by resolution. Provides that a school district wishing to withdraw from the joint agreement shall submit to the voters of the district the question of whether the school district shall withdraw from the joint agreement if the school district entered into the joint agreement by a referendum vote (also provides for a referendum upon submission of a petition).

Amends the Illinois Procurement Code. Creates the Deforestation-Free Illinois Law within the Code. Provides that neither the State nor any State agency shall allow any person having a contract with the State or with a State agency to purchase, at wholesale or retail, or obtain any tropical hardwood or tropical hardwood product for use in completing a contract with the State or with any State agency, subject to certain exceptions. Requires contractors who enter into contracts with the State to certify that the commodity furnished to the State was not extracted from, grown, derived, harvested, reared, or produced on land where deforestation or primary forest and old-growth forest degradation occurred. Effective immediately.

Amends the Illinois Gambling Act. Provides that, upon request by an owners licensee authorized to conduct casino gambling in the City of Waukegan and upon a showing of good cause by the owners licensee, the Illinois Gaming Board shall extend the period during which the licensee may conduct gaming at a temporary facility by up to 48 (rather than 30) months. Effective immediately.
