Creates the Protect the Great Lakes Act. Provides that, at the start of each month, the Metropolitan Water Reclamation District of Greater Chicago shall test for the presence of microplastics and PFAS in Lake Michigan and the Environmental Protection Agency shall test for the presence of microplastics and PFAS in the Illinois drinking water system. Provides that, at the end of each month, the District shall submit a report to the Environmental Protection Agency containing the test results taken at the start of the month. Provides that, after one year of testing and reporting, the District and Environmental Protection Agency shall submit a report to the General Assembly. Provides that the Environmental Protection Agency and the Department of Public Health shall establish an intergovernmental working group. Provides that the group shall meet at the beginning of every month to (i) address the effects of microplastic and PFAS water pollution on public health and (ii) find ways to eliminate microplastic and PFAS water pollution. Provides that, every 6 months, the group shall submit a report to the General Assembly containing recommendations to eliminate microplastic and PFAS water pollution. Effective January 1, 2027.

Amends the Metropolitan Water Reclamation District Act. Makes changes in provisions concerning the circumstances under which the executive director of the Metropolitan Water Reclamation District shall issue cease and desist orders and may issue orders to show cause and discontinue specified discharge-related violations. Provides that the Board of Commissioners of the District may order the party responsible for violations to pay a civil penalty that is not less than $1,500 nor more $5,000 per violation in show cause proceedings (rather than not less than $1,000 nor more than $2,000 for each day of discharge). Further provides that violations occurring after the last cited violation may be included in a separate show cause proceeding or consolidated with the current show cause proceeding at the district's sole discretion. Specifies that the court may assess a civil penalty of not less than $1,500 nor more than $25,000 (rather than not less than $1,000 nor more than $10,000) for each day an offending party violates a final order of the Board of Commissioners and for each violation when the offending party's discharge represents an imminent danger to public health, welfare, safety; presents an endangerment to the environment; or threatens to interfere with the sewerage system or a water reclamation plant under the jurisdiction of the district. For show cause and Board order violations, adds that, when multiple exceedances of pollutant limits occur in a single day, the number of violations in that day shall be the number of exceedances in that day and that each regulatory multiple day average that exceeds acceptable limits also constitute a separate violation. Makes other changes.

Amends the Level of Lake Michigan Act. Requires a municipality that receives water from Lake Michigan to use the revenue from the sale of the water from Lake Michigan for the operation and maintenance of the municipality's drinking water infrastructure. Requires a municipality that receives water from Lake Michigan to follow guidance published by the American Water Works Association when establishing the rates at which the municipality sells the water from Lake Michigan.

Amends the Illinois Power of Attorney Act. Provides that a power of attorney not otherwise invalidated or revoked is suspended on the appointment of the Office of State Guardian or public guardian as a temporary, limited, or plenary guardian of the principal. Provides that after the appointment the court may revoke a power of attorney only if the named agent or successor agent under the power of attorney received notice of a petition for guardianship of the principal in accordance with the Probate Act of 1975, and that the agent failed to assert authority as agent before appointment of the Office of State Guardian or public guardian. Provides that if an agent or successor agent under a power of attorney does not receive notice of the petition for guardianship of the principal or an individual does not know that the individual was named as an agent or successor agent under a power of attorney for the principal, that agent, successor agent, or individual may petition the court presiding over the guardianship to lift the suspension of the agency upon a showing by clear and convincing evidence that it is in the principal's best interests to reinstate the agency so that the agent, successor agent, or individual may act in accordance with the terms of the agency. Provides that notice of a petition to lift the suspension of the agency and a copy of the petition shall be given to the guardian, the person with a disability, to those persons whose names and addresses are listed in the petition for guardianship under the Probate Act of 1975, and any guardian ad litem not less than 14 days before the hearing.

Amends the State Property Control Act. Provides that notwithstanding any other provision of the Act or any other law to the contrary, the Director of Natural Resources may dispose of the World Shooting and Recreational Complex located in Sparta, Illinois. Provides that the Director may sell the complex. Provides that if the Director opts to sell the World Shooting and Recreational Complex, the Director shall dispose of the property using a competitive sealed proposal process. Establishes requirements of the proposal process. Provides that the Director may order such surveys, abstracts of title, or commitments for title insurance, environmental reports, property condition reports, appraisals, or any other services or materials as the Director may deem necessary. Provides that all conveyances of property made by the Director under this provision shall be by quit claim deed and subject to existing public utilities, existing public roads, and any and all reservations, easements, encumbrances, covenants, and restrictions of record. Provides that moneys received from the sale of real property under this provision, and deemed necessary to repay tax-exempt bond proceeds issued for the purpose of acquisition, development, or improvement of the property, shall be deposited into the Capital Development Fund. Provides that any remaining funds may be deposited into other special funds used in the acquisition and development of the property by the State, provided that any obligations of the State to the purchaser acquiring the property, a contractor involved in the sale of the property, or a unit of local government may be remitted from the proceeds during the closing process and need not be deposited in the State treasury prior to closing. Amends the Illinois Procurement Code to make conforming changes. Effective immediately.

Amends the Department of Human Services Act. Provides that all moneys payable from funds appropriated to the Department of Human Services in State Fiscal Year 2027 for grants to counties with court-based eviction early resolution programs and associated legal assistance, mediation, and other services shall be distributed by the Department in proportion to the volume of eviction filings by judicial circuit and prioritizing support for counties that are providing at least 50% in matching funds. Effective July 1, 2026.

Reinserts the provisions of the engrossed bill with the following changes. In the Illinois Insurance Code: deletes changes affecting menopause-related conditions; provides that a group or individual policy of accident and health insurance or a managed care plan must provide coverage for medically necessary hormonal and non-hormonal therapy to treat menopausal and perimenopausal symptoms or conditions if the therapy is recommended by a qualified health care provider and the therapy has been proven safe and effective in peer-reviewed scientific studies and is prescribed in accordance with current evidence-based guidelines; provides that coverage for therapy to treat menopausal and perimenopausal symptoms or conditions must include all federal Food and Drug Administration-approved modalities of hormonal and non-hormonal administration; and provides that coverage must include medications for menopause-related osteoporosis and non-hormonal therapies for vasomotor symptoms. In the Illinois Human Rights Act, removes menopause-related conditions from the definition of "unlawful discrimination". In the Employment Article of the Illinois Human Rights Act: provides that "reasonable accommodations" for pregnancy include flexible scheduling or modified work hours and temperature or climate-adjusted workspace; removes language providing that it is a civil rights violation for an employer to discriminate in any way or refuse or fail to provide reasonable accommodations for an employee because of a menopause-related condition; and provides that the notice summarizing the requirements of the Article must include information about the right to reasonable accommodations for pregnancy, which includes the right to reasonable accommodations for menopause-related conditions. Effective January 1, 2027, except that the changes to the Illinois Insurance Code take effect January 1, 2028.

Provides that the Act may be referred to as the Intelligent Speed Assistance Monitoring Act. Amends the Unified Code of Corrections. Provides that a person convicted of excessive speeding under the Illinois Vehicle Code (driving at a speed that is 26 miles per hour or more in excess of the applicable maximum speed limit established under the Speed Restrictions Article of the Code or a local ordinance) shall be subject to all of the provisions of the Illinois Vehicle Code concerning a Monitoring Device Driving Permit, except the monitoring device in question shall be an intelligent speed assistance device. Defines "excessive speeding" and "intelligent speed assistance device".

Amends the Medicaid Technical Assistance Act. Requires the Medicaid Technical Assistance Center to collaborate with public and private partners throughout the State to identify, establish, and maintain best practices necessary for health providers to ensure their capacity to participate in the Illinois Medical Assistance Program (rather than ensure their capacity to participate in HealthChoice Illinois or YouthCare). Requires the Medicaid Technical Assistance Center to promote equitable delivery systems, remaining committed to the principle that all Medicaid recipients have accessible and equitable physical and mental health care services. Removes provisions concerning the Medicaid Technical Assistance Center's administration of network adequacy reports, and instead requires the Medicaid Technical Assistance Center to administer a network recruitment plan. Provides that by using reports and data provided by the Department of Healthcare and Family Services’ External Quality Review Organization on network adequacy, provider service deserts, and health care disparities by race and ethnicity, the Medicaid Technical Assistance Center shall propose for Department review and approval an annual plan for recruiting providers to participate in the Illinois Medical Assistance Program and report on outcomes of its recruitment efforts to the Department for continuous improvement. Repeals a provision requiring the Department to maximize federal financial participation for any moneys appropriated to the Department for the Medicaid Technical Assistance Center and to deposit all federal financial participation funds into the Medicaid Technical Assistance Center Fund. Repeals a provision creating the Medicaid Technical Assistance Center Fund. Amends the State Finance Act. Provides for the dissolution of the Medicaid Technical Assistance Center Fund on July 1, 2026, or as soon thereafter as practical, after the transfer of all remaining funds into the Healthcare Provider Relief Fund. Effective July 1, 2026.

Contains provisions concerning the distribution of surplus funds. Effective immediately.

Amends the Network Adequacy and Transparency Act. Replaces provisions concerning uniform electronic provider directory information forms. Provides that each provider shall notify all contracted health insurance issuers of any change to the provider's information. Provides that the health insurance issuer shall use the information to update its provider directory within the time frames required under the Act. Provides that nothing in the provisions shall prohibit a health insurance issuer from using its own process, platform, or electronic system to receive provider directory updates, so long as the system allows providers to submit the required information. Effective immediately.
