Amends the Automatic Contract Renewal Act. Provides that any person, firm, partnership, association, or corporation that sells or offers to sell any products or services to a consumer pursuant to a contract, where such contract automatically renews, shall provide the consumer with the option to cancel the contract, at any time, using a simple cancellation mechanism in the same medium that the consumer used to consent to the contract. Provides that an entity shall provide a clear and conspicuous notice, in a manner that may be retained by the consumer, of any material change to the terms of a contract containing an automatic renewal offer at least 3 days prior to the change to the terms. Sets forth additional requirements concerning the cancellation of automatic renewal offers and continuous service offers entered into online, including requiring an entity to provide a one-step online cancellation link. Makes other changes.

Amends the Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Act. Provides that each self-insured commercial vehicle rental company may collect and shall pay into the Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Trust Fund an amount equal to $1.00, or a lesser amount determined by the Illinois Vehicle Hijacking and Motor Vehicle Theft Prevention and Insurance Verification Council, multiplied by each car rental contract providing physical damage insurance coverage written by it in the State during the preceding calendar year. Effective January 1, 2027.

Creates the Extremely High Wealth Mark-to-Market Tax Act. Provides that a resident taxpayer with net assets worth $1,000,000,000 or more shall recognize gains or losses as if each asset owned by that taxpayer had been sold for its fair market value on December 31 of the taxable year. Contains provisions concerning the calculation of the amount of tax due from those gains or losses. Amends the Illinois Income Tax Act to make conforming changes. Effective immediately.

Amends the Secretary of State Act. Provides that, by January 1, 2027, the Secretary of State shall establish and maintain a secure database that is accessible to local election officials and that indicates whether the particular person to whom a driver's license or State identification card has been issued is a United States citizen. Amends the Election Code. Provides that, on and after January 1, 2027, before an applicant is registered to vote, the registration officer shall verify the applicant's citizenship status using the secure database maintained by the Secretary of State. Provides that, if the information in the database indicates that the applicant is not a United States citizen, then the applicant's card shall be marked with the word "incomplete", and the registration officer shall notify the applicant in writing that (i) the application is incomplete and (ii) the applicant may not vote unless the applicant appears before the county clerk to present evidence that the applicant is a United States citizen. Effective immediately.

Amends the Downstate Police, Downstate Firefighter, Chicago Police, Chicago Firefighter, Illinois Municipal Retirement Fund (IMRF), Chicago Municipal, and Chicago Laborers Articles of the Illinois Pension Code. Establishes an accelerated pension benefit payment in lieu of any pension benefit under which an eligible person may elect to receive an amount determined by the Fund to be equal to 60% of the present value of his or her pension benefits in lieu of receiving any pension benefit. Establishes an accelerated pension benefit payment for a reduction in annual retirement annuity and survivor's annuity increases, as applicable, under which a Tier 1 member may elect to receive an accelerated pension benefit payment equal to 70% of the difference of the present value of the automatic annual increases to a Tier 1 member's retirement annuity and survivor's annuity using the formula applicable to the Tier 1 member and the present value of the automatic annual increases to the Tier 1 member's retirement annuity using a specified formula and survivor's annuity using a specified formula. Amends the General Obligation Bond Act to authorize $700,000,000 to be sold to pay for the accelerated pension benefit payments. Provides that the Comptroller shall deduct the amount for the payment of principal and interest due on Local Pension Obligation Acceleration Bonds from any payment out of the Local Government Distributive Fund to the employer and shall pay the amount so deducted toward the principal and interest due on Local Pension Obligation Bonds. Amends the State Finance Act to make a conforming change. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Illinois Municipal Code. Provides that the corporate authorities of a municipality may license and regulate all commercial operations within the municipality's boundaries, whether for profit or not for profit, but may not impose any tax upon their operations except as otherwise authorized by law. Limits the definition of "commercial operations" to exclude agritourism operations, agricultural properties, agribusinesses, agritourism activities, agricultural experiences, and pollution control facilities.

Amends the Lobbyist Registration Act. Provides that a lobbyist or lobbying entity may not promise anything of value to an official, State employee, or a candidate for a State executive or State legislative office for the person's support, action, or inaction for a specific legislative action or executive action, including, but not limited to, campaign contributions, endorsement of candidacy, or any in-kind contributions supporting an official, State employee, or candidate for a State executive or State legislative office. Prohibits a lobbyist or lobbying entity from soliciting an official or State employee to violate similar provisions of the State Officials and Employees Ethics Act. Provides that nothing in the provisions prevents the making or accepting of voluntary contributions otherwise in accordance with law.

Reinserts the provisions of the bill as amended by Senate Amendment No. 1 with the following changes. Provides that, beginning August 1, 2027, any party that is aggrieved by a material failure of a higher education institution to substantially comply with (rather than conduct of a higher education institution that violates) provisions concerning the comprehensive policy may bring a civil lawsuit. Provides that the lawsuit must be brought no later than 4 years after the alleged violation (rather than 4 years after the alleged violation or 4 years after the date the aggrieved party becomes aware of the alleged violation, whichever is later). Requires that, to award actual and punitive damages, the court has to find that a higher education institution acted with deliberate indifference in violating the provisions or in disregarding the safety of the aggrieved party by a preponderance of the evidence. Provides that punitive damages may be awarded only if there is evidence of intentional misconduct or deliberate indifference regarding student safety. Requires that, except where emergency injunctive relief is sought, an aggrieved party must provide written notice to the higher education institution identifying the alleged violation and allow the higher education institution 30 days to cure or address the alleged noncompliance prior to filing a civil action, and that emergency injunctive relief shall be limited to ongoing or imminent violations. In provisions concerning complaint resolution procedures, provides that the higher education institution shall provide or facilitate reasonable protective and supportive measures within the scope of services, programs, and accommodations reasonably available through the higher education institution and bear the cost of those reasonable protective and supportive measures. Further amends the Preventing Sexual Violence in Higher Education Act by adding provisions allowing the Attorney General to impose a civil penalty on a higher education institution for failure to submit a complete annual report. Sets forth requirements for the imposition of the civil penalty. Makes other changes. Effective July 1, 2027.

Amends the Department of Natural Resources Act. Creates the Illinois State Museum Collection Trust Fund as a nonappropriated trust fund in the State treasury. Provides that the Illinois State Museum Collection Trust Fund shall receive all moneys from the deaccession of objects of scientific, historic, and artistic value in the possession of the State Museum and may receive moneys from other sources. Provides that the moneys in the Fund shall be used by the Department of Natural Resources for the State Museum to purchase and maintain objects for the State Museum. Amends the Illinois Procurement Code. Exempts from specified requirements of the Code expenditures from the Illinois State Museum Collection Trust Fund that are authorized by the Department. Makes other changes.

Provides that bribery and legislative misconduct include the receipt of property or personal advantage after the improper act has been performed (rather than just the intent to influence the improper act). Provides that, notwithstanding any age requirement set forth in provisions concerning coverage for mammograms and mastectomies, coverage shall be consistent with evidence-based clinical guidelines and shall be provided in accordance with the determination of a health care provider (rather than in accordance with the determination of a health care provider, including coverage for individuals under 35 years of age when appropriate). Amends the Wellness and Oversight for Psychological Resources Act. Defines "qualified research program". Provides that the prohibitions on unauthorized therapy services under the Act shall not apply to artificial intelligence-assisted therapy or psychotherapy services provided exclusively within a qualified research program. Sets forth requirements for qualified research programs. Requires a licensed professional participating in a qualified research program to perform certain actions. Provides that academic medical centers shall register existing research programs that meet the criteria for qualified research programs within 90 days after the effective date of the amendatory Act. Provides that the exemption shall apply only to services provided within the context of an approved research protocol and shall not extend to certain services. Sets forth requirements for academic medical centers conducting qualified research programs. Provides that research participants shall not be denied access to standard care as a condition of participating in research involving artificial intelligence-assisted therapy. Sets forth requirements for the Department of Financial and Professional Regulation. Provides penalties for any academic medical center or licensed professional found to have misrepresented a commercial service as qualifying for the research exemption, or to have otherwise violated the requirements of the amendatory Act. Requires the Department to submit a report to the General Assembly evaluating aspects of the qualified research programs. Repeals the provisions on January 1, 2030. Makes other changes.

Provides that, in order to be eligible to participate in the non-profit investment pool, a not-for-profit corporation shall: (1) not be on the federal system for award management (SAM) exclusion list; (2) not be on the Chief Procurement Officer's suspensions, debarments, voluntary exclusions, and voluntary non-participation agreements list; (3) not be on the Department of Labor's debarred contractors list; (4) not be on the Illinois Stop Payment List established under the Grant Accountability and Transparency Act; and (5) be an organization with a purpose specified in the provision.
