Creates the Electric Transmission Facilities Siting Act. Defines terms. Requires that, in the siting of new electric transmission facilities, available corridors be used in the following order of priority: (1) existing public utility corridors; (2) highway corridors; and (3) new corridors. Provides that a public utility or developer may construct, place, or maintain a high-voltage electric service line on a public right-of-way or along a highway if (i) the public utility or developer submits a colocation request for the high-voltage electric service line to the Secretary of Transportation and (ii) the Secretary reviews and approves the colocation request. Requires a public utility or developer to develop a constructability report in consultation with the Department of Transportation and requires the public utility or developer and the Department to follow the terms and conditions of the constructability report during the planning and approval process for the siting of a high-voltage electric service line. Sets forth requirements for the content of the constructability report. Amends the Public Utilities Act. In provisions concerning distributed generation rebates, provides that the owner or operator of distributed generation that, before January 1, 2025 (rather than before the threshold date), is eligible for net metering under the Act may apply for a base rebate for an associated energy storage device behind the same retail customer meter as the distributed generation, regardless of whether the distributed generation applies for a rebate for the distributed generation device. Provides that, after the threshold date, a stand-alone energy storage system that is neither paired with distributed generation nor with any electric load beyond the electric load that is used by the energy storage system itself (rather than a stand-alone energy storage system) shall be compensated with a rebate of $250 per kilowatt-hour of nameplate capacity. Amends the Environmental Protection Act. In provisions concerning greenhouse gases, provides that the Environmental Protection Agency and the Illinois Power Agency shall file a plan to reduce or delay certain emissions reductions requirements with the Illinois Commerce Commission for review in conjunction with the integrated resource plan under certain provisions of the Public Utilities Act. Makes other changes. Effective immediately.

Amends the Illinois Vehicle Code. Provides for the operation of toy vehicles, motor driven cycles, and electric micromobility devices within the State, including provisions regarding certificate of title requirements, prohibition signage, licensing requirements, age requirements, equipment requirements, sale requirements, violations, and home rule limitations. Authorizes the Department of Natural Resources to adopt administrative rules for the regulation of low-speed electric bicycles on any and all properties owned, managed, or leased by the Department of Natural Resources. Allows a person to operate a Class 1 or Class 2 low-speed electric bicycle only if he or she is 15 years of age or older. Provides that a low-speed electric bicycle that is manufactured to accommodate passengers may not be operated by a person under the age of 18 with a passenger unless the passenger is a sibling, stepsibling, child, or stepchild of the operator. Repeals a provision regarding low-speed electric scooters. Makes other changes. Makes a conforming change in the Consumer Fraud and Deceptive Business Practices Act. Effective July 1, 2027.

Amends the Illinois Insurance Code. Makes changes to the annual financial regulation fee charged and collected from every domestic company and foreign or alien company, except fraternal benefit societies. Provides that those financial regulation fees shall not exceed $500,000 (instead of $250,000) in the aggregate in any single year. Provides that, beginning on the effective date of the amendatory Act, the Department of Insurance may amend the imposed fees by rule.

Amends the Charter Schools Law of the School Code. Provides that upon approval of a charter renewal by an authorizer, the charter operator shall execute the renewal agreement no later than 90 days after the date of the authorizer's final renewal approval. Provides that a charter school that is deemed nonrenewed is ineligible to receive any payments from a school district. Provides that a charter operator that fails to execute a renewal agreement within a specified period may not continue to operate the charter school beyond the expiration of the existing charter term and is subject to closure procedures. Requires every charter operator to maintain closure security. Provides that failure to maintain closure security is a basis for the authorizer to withhold a portion of per-pupil payments until compliance is achieved and for consideration in denying a charter renewal or revoking the charter or ineligibility to operate additional charter campuses. Provides that if the closure security is insufficient to cover the costs of a closure event, the authorizer or the State Board of Education may bring a civil action against the charter operator to recover the unpaid amounts and seek to impose a lien on any property owned by the charter operator to secure recovery. Provides that if an authorizer determines that a charter school is in financial distress, the authorizer may require the charter operator to submit a financial remediation plan within 30 days. Provides that if the authorizer determines that the charter school has failed to implement an approved remediation plan or the financial distress presents an immediate risk to students, employees, or public funds, the authorizer may initiate financial intervention by appointing an independent fiscal manager approved by the authorizer and the State Board. Allows the fiscal manager to exercise authority limited to financial matters. Provides that financial intervention is temporary and may not exceed 180 days, except that the authorizer may extend the intervention once for good cause. Makes other changes. Effective immediately.

Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall provide coverage under the medical assistance program for intensive outpatient services delivered via telehealth when the services: (1) are otherwise covered when provided in person; (2) are medically necessary; (3) are delivered by a provider enrolled in the medical assistance program and acting within the scope of the provider's license, certification, or authorization under State law; and (4) comply with all applicable federal and State telehealth requirements. Provides that intensive outpatient services provided via telehealth shall be subject to the same coverage requirements, utilization management, and reimbursement methodologies as intensive outpatient services provided in person. Sets forth standards for telehealth delivery of intensive outpatient services. Provides that implementation of the provisions is subject to any required federal approval. Effective immediately.

Amends the Medicare-Medicaid Alignment Initiative (MMAI) Nursing Home Residents' Managed Care Rights Law of the Illinois Public Aid Code. Provides that the Article applies to a fully integrated dual eligible special needs plan and any managed care plan for persons who are dually eligible for Medicare and Medicaid. Adds to the definition of "Demonstration Project", a fully integrated dual eligible special needs plan and any managed care plan for persons who are dually eligible for Medicare and Medicaid. Provides that the Department of Healthcare and Family Services shall provide each managed care organization with the quarterly facility-specific nursing component (instead of RUG-IV nursing component) per diem along with any add-ons for enhanced care services, support component per diem, and capital component per diem effective for each nursing home under contract with the managed care organization. Effective immediately.

Repeals a provision in the Medical Assistance Article of the Illinois Public Aid Code concerning the COVID-19 public health emergency. Repeals a provision in the Health Care Workplace Violence Prevention Act requiring the Department of Human Services and the Department of Public Health to initially implement the Act as a 2-year pilot program. Repeals provisions in the Health Inpatient Facility Access Act requiring the Department of Human Services to develop and implement a strategic plan on improving access to inpatient psychiatric beds.
