Relates to the provision of breast pumps and related collection and storage materials to certain incarcerated nursing birth parents who are confined in or committed to an institution or local correctional facility with or without their child subject to specific time limitations; requires institutions and local correctional facilities to provide pumps and related materials to such incarcerated birth parents; requires the commissioner of corrections and community supervision to issue an annual report on data relating to incarcerated birth parents.
Enacts the "food safety and chemical disclosure act"; prohibits certain food additives and food color additives; provides that in an action to enforce compliance, the recognition by the federal food and drug administration of any of these substances as safe may not be alleged as a defense; establishes requirements for the reporting of GRAS (generally recognized as safe) substances.
Prohibits the use of restraints on and the use of force against incarcerated individuals during labor and incarcerated individuals who have experienced different pregnancy outcomes, absent extraordinary circumstances, and on pregnant and post-pregnancy persons during a custodial interrogation; provides for certain exceptions for restraints to be used and in such case limits the use to wrist restraints.
Establishes the baby bucks allowance to provide income to eligible participants for the last three months of pregnancy and the first 18 months of the child's life; excludes income received from the baby bucks allowance for purposes of supplemental nutrition assistance program eligibility.
Prohibits health care practitioners from performing a virginity examination or supervising the performance of a virginity examination on a patient; defines "virginity examination".
Establishes the homeless protection act which designates certain offenses against homeless persons as hate crimes; includes the definition of homelessness.
Enacts the "tenants organizing act"; allows tenants' groups, committees or other tenants' organizations to invite outside guests or visitors including elected officials, services providers, housing lawyers, etc. without being required to pay fees; defines "tenants' organization"; provides for activities that tenants' organizations can take part in; provides for the manner in how a tenants' organization is established.
Relates to audio-visual coverage of judicial proceedings by the media; allows the judge or justice presiding over a proceeding to exercise discretion to prohibit or limit filming or photographing of particular participants; defines terms; provides limitations on audio-visual coverage.
Expands the health department's review of correctional health services by including a biennial study of health care staffing at facilities operated by the department of corrections and community supervision.
Relates to fair pricing for low-complexity, routine medical care to more closely align payment rates across ambulatory settings for selected services that are safe and appropriate to provide in all settings.
Enacts the "New York small contractor relief act"; defines terms; authorizes a small contractor captive insurance company to purchase, and the New York state insurance fund shall be authorized and directed to provide, reinsurance and retrocession reinsurance for such captive insurance company, on either a quota share arrangement or facultative arrangement at a rate to be determined by the board of the fund; provides that a small contractor captive insurance company organized pursuant to this article shall not refuse to issue, renew or cancel a policy of any qualified small construction contractor based upon geographic location or line of business engaged in by such contractor; makes related provisions.
Deems home instruction which is compliant with the provisions of article 65 of the education law and the home instruction requirements prescribed in the commissioner of education's regulations to be substantially equivalent in amount and quality to the instruction given to students of like age and attainments at the public schools of the city or district where the student resides.
Requires the installation of intelligent speed assistance devices if a driver accumulates eleven or more points on their driving record during a 24 month period, or receives 6 speed camera or red light camera tickets during a twelve month period.
