Establishes an electronic military ballot application and military ballot transmittal system through which applicants may apply for a military ballot and return a marked military ballot, online.
Prohibits a person convicted of rebellion or insurrection against the authority of the United States or the laws thereof under 18 U.S.C. Section 2383 from holding an elected office, a judgeship, or an appointed position in the state.
Protects the rights of people in prisons, jails and forensic facilities; limits the use of cell or segregated confinement; grants access to tablets, visitation, and certain items.

Relates to certain prostitution offenses and fines relating thereto; relates to motions to vacate judgment and motions for new sentencing; relates to investigation into acts alleged to be the unauthorized practice of massage therapy by potential victims of human trafficking; prohibits the possession of reproductive or sexual health devices from being permitted in specified criminal or civil proceedings as evidence of prostitution; relates to services for exploited individuals, services for victims of human trafficking and the interagency task force on human trafficking; establishes the victims of sexual exploitation fund; makes conforming changes; repeals provisions relating to prostitution, prostitution in a school zone, defense against patronizing a person for prostitution and a motion to dismiss information, simplified information, prosecutor's information or misdemeanor complaint.
Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Establishes the building and fire code adherence tax credit which provides a tax credit to property owners who spend money to update a property to adhere to current applicable building and fire codes.
Provides that NYSERDA shall establish a program to provide new e-bikes at reduced or no cost in exchange for used unsafe e-bikes to certain delivery service workers; provides eligibility requirements to receive a reduced or no-cost e-bike under such program; requires e-bikes provided pursuant to such program be certified for compliance with certain safety standards; requires NYSERDA to collaborate with relevant agencies to inform eligible individuals about such program; and requires NYSERDA to submit an annual report on such program.
Establishes a private right of action for tenants alleging a failure to keep and maintain self-closing doors; allows for a court to award compensatory damages, reasonable attorney's fees and court costs and issue an order to the owner of the building to remedy any issue with such doors.
