Authorizes the urban development corporation to evaluate the geographical coverage of programs overseen by the corporation and to work with not-for-profit corporations to supplement the technical assistance needs for communities.
Enacts the "NYS net neutrality protection act"; relates to state contracts being only with internet service providers compliant with net neutrality; prohibits the purchase of internet services from a non-net neutral source of internet services; requires certain disclosures by internet providers.
Requires municipalities to set up a program that repairs emergency violations of habitability for residents in twenty-four to forty-eight hours from notification; provides for the billing of the owners of the property for such repairs.
Establishes protections for adults sixty years of age or older, or at least the age of eighteen and who, because of mental or physical impairments, are unable to manage their own resources or protect themselves from financial exploitation without assistance from others.
Requires that no homeless shelter shall be located within five hundred feet of a transit facility or within a building that has a rent-controlled or rent-stabilized dwelling unit.
Requires the consumer protection division to establish a process by which any state agency or third party, pursuant to an interagency agreement with the division for the purposes of fraud prevention, identity verification, and ensuring the integrity or security of individual identities, to grant access to verify New York resident identities via a secure comparison process against state systems.
Allows retired state police officers to serve as police officers for local police departments without diminution of retirement benefits; empowers the superintendent of state police to approve such service.
Provides for limited credit time allowances for working in the horse handling program for a period of no less than eighteen months and receipt of a certification from the Groom Elite program.
