Requires that public schools provide instruction on climate change, including but not limited to identifying the causes and impacts of climate change on individuals, environments and communities, and learning to evaluate solutions.
Provides protections for telecommunications tower technicians, including requiring certain trainings during work hours without a loss of pay; requires certain reporting by bidders for telecommunication contracts.
Creates an adult high school workforce development demonstration project in Rochester; defines "adult high school workforce development demonstration project" or "program" to mean a private or independent high school registered by the department which provides adult learners with an appropriate academic environment, career credentialing programs and access to wraparound services provided by the operator or any entity partnered which such operator to address barriers to enable adult learners to pursue and obtain, subject to satisfactory completion of the requirements set forth within this article, a high school diploma.
Relates to the conversion to condominium ownership for the preservation of expiring affordable housing in the city of New York; provides expanded homeownership opportunities from the conversion of certain residential rental buildings to condominium status by property owners that commit to preserve the inventory of expiring affordable housing in the city of New York.
Enhances and enacts provisions relating to criminalizing the promotion of animal fighting and appropriately punishing individuals associated with such activities.
Requires that all human services contracts between any public entity and a human services provider stipulate that the public entity will pay no less than 150% of the higher of: the otherwise applicable minimum wage in the state or any otherwise applicable wage rule or order and that the necessary amounts have been appropriated to ensure payment of such minimum wage.
Clarifies that the statutory damages available for certain wage violations are not punitive in nature and are designed to be liquidated damages rather than penalties or to compensate workers for the employer's failure to prevent wage theft and for the harm to employees that results from such failure.
Requires the department of health to publish a report on the incidence of tick-borne illnesses annually on the department's website; requires the department to submit an annual report to the governor and the leaders of the legislature; requires the superintendent of financial services to review the status of health insurance coverage for the treatment of Lyme disease and other tick-borne related diseases and to submit a report to the governor and the leaders of the legislature.
Requires the department of labor create and maintain a list of available careers and job openings for veterans in the state of New York and provide such list to the department of veterans' services; requires such list to be placed on the department of veterans' services website.
