Relates to first responders, including correction officers, coming into contact with saliva by spitting, throwing, tossing, or expelling from or by an individual.
Relates to the availability of technical assistance grants in brownfield site remedial programs; provides that the commissioner of environmental conservation shall provide grants to the New York city community board with jurisdiction over the site or to any not-for-profit corporation exempt from taxation under section 501(c)(3) of the internal revenue code at any site which may be affected by a brownfield site remedial program.
Relates to the municipal sustainable energy loan program regarding qualifying water improvements, qualifying resiliency improvements and the use of low carbon intensity building components.
Enacts the "anti-waiver of employment rights act" to invalidate any express or implied contractual provision waiving or otherwise limiting any employee's substantive or procedural rights, remedies, or claim.
Provides that the department of environmental conservation place a community air monitoring system and similar systems as deemed necessary by the department within a one-mile radius of New York city airports; provides for publication of air quality data.
Requires the office of children and family services to provide luggage to youth in foster care; provides that such luggage shall be distributed to social services districts for distribution to foster care youth; requires the office of children and family services to submit an annual report to the governor and the legislature about the distribution of luggage to foster care youth.
Establishes the New York state nursing faculty scholarship incentive program for advanced degrees in nursing; provides such incentives shall be awarded annually, on a competitive basis, to registered professional nurses and certified nurse practitioners who are in a masters or doctoral program and agree to teach nursing for one year for each year such incentive is awarded.
Requires the appointment of a Title VI coordinator at every college and university in the state to ensure compliance with Title VI of the federal civil rights act of 1964; requires the division of human rights to develop training for students and employees; requires the Title VI coordinator to notify annually all students and employees of the institution's policies and procedures for reporting discrimination and harassment.
Establishes the "New York state lead-safe renovation, repair and painting act"; establishes standards for lead-safe renovation, repair and painting of residential properties; requires documentation of compliance with such standards.
Relates to the health, safety and human rights of incarcerated pregnant individuals, incarcerated birthing parents and their children; requires the commissioner of corrections and community supervision to establish rules and regulations relating to conditions in institutions and correctional facilities and the treatment and care of birthing parents in such institutions and facilities.
Requires the commissioner of health to develop a sustainability plan for the state university of New York downstate medical center; provides that such sustainability plan shall not limit or alter the rights of employees pursuant to a collective bargaining agreement.
