Permits licensed providers to accompany emergency medical services and treat patients within the community for mental health disorders, including substance use disorders.
Permits the family court to retain jurisdiction over juveniles and allow the family court to order juveniles detained in the training school until the age of twenty-one if the court finds that it is in the best interest of the child.

Authorizes the department of environmental management to issue and enforce rules and regulations to implement and enforce the provisions of the food waste ban.
Provides for fair pharmacy reimbursement from a pharmacy benefit manager, and also provides anti-discrimination prohibitions in regard to non-affiliated pharmacies or pharmacists.
Limits prior authorization requirements for rehabilitative and habilitative services. Also prohibits prior authorization for the first twelve (12) visits of a new episode of care and for ninety (90) days following a chronic pain diagnosis.
