Directs the office of energy resources to develop building performance standards for large buildings in Rhode Island that would cause greenhouse gas emissions to decline in line with the act on climate requirements.
Amends unfair claims practices law by requiring an insurance appraisal by a licensed appraiser where damage to a motor vehicle exceeds $5,000 (from $2,500) and eliminates language that prohibits an appraisal based on photos of a damaged motor vehicle.
Enacts the RI individual market affordability act of 2026 to establish a program to help reduce out-of-pocket costs for low- and moderate-income consumers enrolled in individual health insurance coverage through the RI health benefits exchange.
Requires state use actual residences of persons in government custody for redistricting purposes. Information would be collected by the department of corrections and forwarded to the division of statewide planning, to be utilized for redistricting.
Requires every individual or group health insurance contract effective on or after January 1, 2027, to provide coverage to the insured and the insured's spouse and dependents for all FDA-approved contraceptive drugs, devices and other products.
Provides that prisoners who committed offenses prior to age 18 and were sentenced as adults be eligible for parole after completing 15 yrs of their sentence. Would not lengthen parole eligibility should prisoner be eligible for parole earlier than 15 yrs.
Requires the department of human services to provide childcare assistance to families, including those served through DCYF, who meet the requirements of a protective services category as defined in CFR 98.20 (a)(3)(ii).
Provides that licensed independent clinical social workers be able to enroll and bill Medicaid directly for covered services provided to adults with Medicaid fee-for-service coverage.
Prohibits state and municipal officials or body from entering into and renewing any agreements that will be used to detain individuals for federal civil immigration violations.
Establishes the commuter transportation benefit chapter. Employers with five hundred (500) or more employees required to establish a pre-tax commuter transportation fringe benefit program.
Limits rent increases to no more than 4% annually unless the landlord is granted an exemption by secretary of housing, and provides tenants with civil action to recover damages, including award of attorneys' fees and punitive damages, for any violations.
JOINT RESOLUTION MAKING AN APPROPRIATION OF $3,000,000 TO THE RHODE ISLAND FOOD BANK (This resolution would authorize the appropriation of the sum of $3,000,000 to the Rhode Island Food Bank.)
