Creates the division of civil representation within the department of housing and require civil representation by a Designated Legal Organization to provide legal representation to all tenants who qualify in eviction proceedings.

Establishes the restrictive housing oversight committee ("committee") for the purpose of monitoring the use of restrictive housing ("solitary confinement"), as well as disciplinary and administrative confinement at the department of corrections.
Permits the expungement of records 5 years after the imposition of sentence for misdemeanors and 10 years after the imposition of sentence for felonies, and if the sentence is greater than 10 years, then, upon successful completion of the sentence.
Requires police commission on standards/training to provide training/instructions for police detectives/officers/trainees to deal with traumatized youth resulting from incidents requiring a law enforcement response.
Requires that reimbursement rates for certified mobile response and stabilization services be equal to or greater than the prevailing integrated state Medicaid rate for mobile response and stabilizations services.
SENATE RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO MAKE A COMPREHENSIVE STUDY OF RHODE ISLAND'S HEALTHCARE WORKFORCE RELATED TO EDUCATING AND RETAINING PRIMARY CARE PROVIDERS (Creates a 17-member Commission to study Rhode Island’s healthcare workforce related to educating and retaining primary care providers and who would report back annually to the President of the Senate.)
Prohibits state or local authorities from voluntary participation in federal civil immigration enforcement. It would not prohibit compliance with a judicial warrant or court order issued by a court of competent jurisdiction.
Grants tenants that are the victim of various forms of abuse including, but not limited to, sexual and domestic abuse and stalking, the right to terminate a lease agreement early without penalty or liability for rent.
