Extends paid family leave benefits to certain construction employees who shall be eligible for family leave benefits if they were employed for at least twenty-six of the last thirty-nine weeks by any covered employer which is signatory to a collective bargaining agreement; relates to the effectiveness thereof.
Relates to the determination of a verifiable shortage of licensed mechanics by the commissioner of labor for purposes of the issuance of a temporary elevator mechanic license, continuing education requirements for elevator mechanic's and accessibility lift technician's licensees, and authorizing the commissioner of labor to impose civil penalties for the employment or use of unlicensed mechanics; repeals certain provisions of the labor law related to the inspection of elevators and conveyances; amends the effectiveness of such related provisions.
Relates to the reporting requirements of the statewide fiscal intermediary; requires the reporting of utilization data and financial data to protect medical assistance recipients in using the program and ensure the effective use of medical assistance funds; requires the statewide fiscal intermediary to provide consumer directed personal assistant data to ensure the availability of a workforce to meet the needs of consumers utilizing the program; requires the statewide fiscal intermediary to provide data regarding customer service requests, complaints, and accessibility.
Expands eligibility for the tuition assistance program by restoring eligibility to graduate students; makes optional semesters, quarters or terms eligible for awards.
Authorizes the imposition of a fifty dollar fee on vehicles entering NYC which are registered in states which do not cooperate with New York in the enforcement of traffic infractions through the use of photo-monitoring devices or signal monitoring systems.
Enacts "Francesco's law" which establishes violations for the failure to safely store rifles, shotguns, and firearms in the presence of a minor or a prohibited person; requires the office of gun violence prevention to collect and analyze statistical and other information and data with respect to injuries or deaths of minors resulting from failure to safely store a firearm, rifle, or shotgun.
Relates to payroll records submitted by contractors and sub-contractors for public work contracts; extends the date the department of labor shall be required to develop and implement an online database of electronic certified payroll records until December 31, 2025; provides that the submission of certain electronic records shall satisfy certain requirements relating to the submission of payroll records.
Enacts the "real accessible pedestrian signal act" in relation to requiring newly installed or constructed pedestrian signal units to be accessible pedestrian signals and to include tactile maps.
Establishes the "public civil rights accountability act" in relation to requiring civil rights compliance certification and training for public employees.
