Establishes a captive insurance program for commuter vans, black cars, ambulettes and paratransit vehicles, small school buses, and charter buses that are engaged in the business of carrying or transporting nine to twenty-four passengers for hire; pre-arranged for-hire vehicles and accessible vehicles; defines terms.
Expands coverage for the treatment of asthma to include a second rescue and maintenance inhaler, along with any medically necessary devices for children under nineteen years of age.
Relates to including rescue inhaler prescriptions for asthma and other chronic respiratory diseases for individuals under age nineteen in the statewide immunization information system.
Expands coverage for pregnant and postpartum individuals and their children; establishes a health expense account program for pregnant and postpartum individuals; requires the creation of informative pamphlets on maternal depression.
Requires high schools in grades nine through twelve to provide a course in financial literacy; requires students to complete such course as a condition of graduation.
Allows commuter vans to accept hails from prospective passengers in the street; provides for the repeal of such provisions upon the expiration thereof.
Enacts the "family reform act"; provides that child support amounts shall be calculated based on the non-custodial parent's income; excludes health insurance costs and federal and state income taxes paid from the calculation of income for child support calculation purposes; decreases the amount of time courts can imprison an individual for the non-payment of child support; requires courts to collect certain demographic information in relation to orders of child support issued, modified or enforced and publish a report on such information; makes related provisions.
Establishes an elder financial exploitation public awareness campaign to educate older adults and persons providing care to older adults on the prevention and detection of financial exploitation.
Strengthens protections for patients regarding sexual misconduct by medical providers; requires medical expert consultants involved in investigations disclose conflicts of interest and to not be under investigation, on warning, or on probation; requires a zero-tolerance policy to be adopted and training to be provided on sexual misconduct by the board for professional misconduct; includes provisions related to the right to have a chaperone; includes sexual misconduct in the definition of professional misconduct.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental resilience, racial equity, valued workforce, valued agricultural sector, animal welfare, and nutrition.
Requires the commissioner of health to produce a report on the utilization and activity of the elderly pharmaceutical insurance coverage program, including future enrollment and program cost projections, and to publish such report and deliver the report to the governor, the temporary president of the senate, and the speaker of the assembly.
Establishes the New York youth climate corps to support and grow climate-related service opportunities for young adults with the objective of building low-carbon and climate-resilient communities, ecosystems, and economies while providing education, workforce development, and career pathways to service members, with a focus on disadvantaged communities.
