Requires the creation of an immigration enforcement activity transparency dashboard, which shall be made publicly available, to track certain information relating to immigration authorities activities within New York state.

Permits the state and local municipalities to purchase from sources other than the correctional industries program of the department of corrections and community supervision.
Enacts the "public power democracy act"; increases the number of trustees on the power authority of the state of New York from seven to seventeen; authorizes termination of a trustee.
