Provides for the refund of additional member contributions of persons who cease to be members of the age fifty-seven retirement program for certain New York city members because they have become members of the twenty-five year retirement program for EMTs.
Prohibits utility service terminations in multiple dwellings; authorizes utility companies or municipalities to commence an action against the owner of the premises affected to seek the appointment of a receiver of rents or payments for use and occupancy or common charges.
Relates to the assessment of extraordinary needs count for purposes of the apportionment of public moneys to school districts employing eight or more teachers; defines count of homeless children and children or youth in foster care.
Establishes a usage monitor program for the purposes of notifying residential customers when energy usage exceeds a cost or usage threshold in a given billing period determined by the residential customer.
Relates to owner liability for failure of operators to comply with toll collection regulations; requires public authorities to send a notice to owners upon incurring an obligation to pay a toll; provides for the adjudication of such liability and defenses to an allegation of liability; repeals certain provisions of law relating thereto.
Requires the state liquor authority to provide notice to state legislative representatives upon receipt of an application for a liquor license in their district.
