Establishes Eid al-Fitr and Eid al-Adha as school holidays, with dates established by religious law and tradition; allows for school districts and municipalities with a population of less than fifty thousand to opt into the recognition of such holidays.
Repeals the requirement that the senate vote to confirm the appointment of certain chief executive officers within a certain time period; amends certain provisions of law relating thereto.
Authorizes the commissioner of education to conduct a survey regarding instruction on Asian American, Native Hawaiians and Pacific Islander history within the state; establishes an Asian American, Native Hawaiians and Pacific Islander history advisory committee; provides for the repeal of such provisions upon the expiration thereof.
Establishes a managerial or confidential higher education differential for employees designated managerial or confidential who hold an earned associate's degree, bachelor's degree, master's degree, or doctorate (e.g., MD, JD, Ph.D.) from a college or university or a professional license issued by the New York state education department are eligible to receive a higher education differential of up to six hundred dollars retroactively for state fiscal year two thousand twenty-four-two thousand twenty-five and for state fiscal year two thousand twenty-five-two thousand twenty-six.
Directs the state civil service commission to design and implement a pilot location pay compensation program for state employees designated managerial or confidential that is based upon cost-of-living factors in different geographic areas of the state consistent with methodologies used by the federal government in its general schedule locality pay plan.
Directs the director of the budget to amend the state's overtime compensation eligibility policy to include all positions allocated up to and including salary grade 23.
