Establishes an internationally trained physician licensure pathway program to allow qualified, foreign-trained physicians and physicians trained and/or licensed to practice medicine in a territory or possession of the United States to contribute to the healthcare system through supervised practice in designated shortage areas, ultimately leading to full licensure.
Establishes a twenty-two year retirement program for deputy sheriff members who are employed by the city of New York as a deputy city sheriff level one, deputy city sheriff level two, supervising deputy sheriff or administrative sheriff.
Establishes a twenty-five year retirement program for members of the NYC employees' retirement system employed as water supply police; provides for employer pick-up of certain additional member contributions required to be made by certain participants in the 25-year retirement programs.

Establishes a master of social work paid field practicum pilot program to provide a stipend to students who are enrolled in a master of social work program for the first 450 hours of field practicum completed towards such masters' degree; requires the office of mental health to complete a report making recommendations on how to expand the pilot program to increase the number of social workers in the state, improve representation in the field of social work, mitigate student debt and improve labor conditions for social workers upon graduation.
Prohibits automatic license plate reader users from selling, sharing, allowing access to, or transferring automatic license plate reader information to any state or local jurisdiction for the purpose of investigating or enforcing a law that denies or interferes with a person's right to choose or obtain reproductive health care services or any lawful health care services.
