Redefines what constitutes a farm by reducing the amount of revenue from farm products required to be sold from $10,000 to $2500. It also expands the farm to include all agricultural operations, including forestry.
Requires the public utilities commission to provide for a classification of service for retail electricity consumers that are large energy use facilities.

Extends the forbearance of utility terminations for customers with serious illness certifications and would amend various provisions related to the termination of utility services for persons who are disabled, seriously ill, or in arrears.
Classifies, research, intent and interest in healthcare services as protected healthcare data. Adds responsibilities for regulated entities that seek to collect and share consumer data including a requirement for specific and conspicuous consumer consent.
Allows a pregnant member or member that has given birth in the past six (6) months to appear remotely and permits any member that participates in a meeting remotely to vote at that meeting, provided that the meeting is held in person.
