Strengthens consumer protections in insurance claims by improving the fairness and timeliness of arbitration and appraisal proceedings, and preventing insurers from delaying or obstructing the dispute resolution process.
Requires the department of human services to provide childcare assistance to families, including those served through DCYF, who meet the requirements of a protective services category as defined in CFR 98.20 (a)(3)(ii).

Effective January 1, 2028, Increases the hourly minimum wage in accordance with the Consumer Price Index for the Northeast Region for the previous four (4) fiscal years.
Includes any costs paid by an enrollee or on behalf of the enrollee, by a third party when calculating an enrollee’s overall contribution to any out-of-pocket maximum or cost sharing requirement, under a health plan as of January 1, 2027.
Establishes a system of electronic registration and titling of motor vehicles and rules and regulations to implement the provisions of this chapter to be promulgated by the administrator of the division of motor vehicles.
Requires any person in the business of selling, assigning or buying an equitable interest in real estate without taking legal title to such property, to be licensed as a real estate broker or salesperson and to comply with the disclosure requirements.
Allows the state to require utilities to relocate facilities for certain highway projects and to pay the cost of the relocation to the utility as part of the cost of the federally aided highway project.
Establishes a restricted receipt account for the benefit of the Rhode Island public transit authority, funded by sales taxes collected from ride-share companies, which said sales taxes would be exempt from indirect cost recovery provisions.
