Requires schools to follow seizure action plans developed by health care providers of students diagnosed with a seizure disorder; requires schools to provide seizure awareness training to certain employees on the recognition of signs and symptoms of a seizure and the appropriate steps to be taken to respond to such symptoms.
Directs the department of motor vehicles commissioner to offer, upon request, a "blue envelope" to a person who has autism spectrum disorder in order to facilitate clear and safe communication with law enforcement and provide ease of access to a driver's documentation.
Provides for the eligibility of certain households for a care workforce housing preference; provides for the method of application for such preference; makes related provisions.
Enacts the "dollars for diesels act"; directs the commissioner of environmental conservation, in consultation with the New York state energy research and development authority, to establish and administer a program to provide financial incentives to owners of heavy- and medium-duty diesel-powered vehicles of a model year two thousand ten or older to retire and replace such vehicles with new heavy- or medium-duty diesel-powered vehicles of model year two thousand twenty-four or newer that meet or exceed applicable emission standards.
Establishes a reasonable accommodation reimbursement grant program under which eligible employers may request a grant for reimbursement of expenses made for reasonable accommodations for applicants or employees with a disability; establishes a reasonable accommodation reimbursement fund for payment of such grants; makes an appropriation of $5,000,000 for such program.
Establishes the CareForce first-time homebuyers program under which certain first-time homebuyers may receive below-market mortgage financing and forgivable down payment assistance.

Directs counties, in coordination with their regional emergency medical services councils, to develop and maintain comprehensive county emergency medical system plans that provide for coordinated emergency medical systems within such counties.
