Requires certain peace officers to issue an appearance ticket, summon or arrest and bring before the appropriate court any person offending the provisions of article 26 of the agriculture and markets law.
Increases the penalty of knowingly violating the provisions relating to the appropriate shelter for dogs from a violation to a misdemeanor, punishable by imprisonment for not more than one year, or by a fine not less than five hundred dollars nor more than one thousand dollars, or by both.
Prohibits the establishment or enforcement of regulations on the percentage of zero-emission vehicles in manufacturers' sales fleets of medium-duty and heavy-duty vehicles until the availability of charging infrastructure, and the cost and availability of zero-emission medium-duty and heavy-duty vehicles makes the sale of such vehicles more practicable.
Allows school resource officers to be hired with salary aidable to the school district; raises retirement salaries for such officers to fifty thousand dollars.
Provides that a board of education or a board of cooperative educational services shall have the authority to award contracts for school food services on the basis of certain scoring criteria.
Expands health care services provided by telehealth to include services delivered through a facility licensed under article twenty-eight of the public health law that is eligible to be designated or has received a designation as a federally qualified health center, including those facilities that are also licensed under article thirty-one or article thirty-two of the mental hygiene law.
Enacts "Averyana's law"; provides a tax credit for the purchase and installation of certain smoke alarms which incorporate photoelectric technology including but not limited to: photoelectric detectors; and photoelectric/carbon monoxide detectors.
Creates the crime of stalking a police officer or peace officer when a person intentionally, and for no legitimate purpose, engages in a course of conduct directed at a specific police officer, peace officer or a person who they know or reasonably should know is a member of such officer's immediate family, and knows or reasonably should know that such conduct is likely to cause reasonable fear of material harm to the physical health, safety or property of such officer or member of such officer's immediate family; makes stalking a police officer or peace officer a class E felony; requires the posting of bail; makes related provisions.
Proposes a constitutional amendment to divide the state into three autonomous regions; the New Amsterdam Region, the New York Region and the Montauk Region; provides regional governors and regional legislators; provides only for a state sales tax; divides various departments and agencies; provides for separate court systems and prison systems.
