Authorizes and directs the commissioner of transportation to conduct a study on the feasibility of removing all existing 3-cable guide rails on New York roadways and replacing such guide rails with safer alternatives; requires a report to be submitted to the governor, the temporary president of the senate, the speaker of the assembly, the minority leader of the senate, and the minority leader of the assembly containing the findings and recommendations for legislative or other actions.
Establishes the disaster-related latent damage recovery grant program to repair latent damage to public infrastructure, including publicly-owned roads, bridges, drainage and flood mitigation systems, electrical and mechanical systems and communication systems, and any ancillary infrastructure necessary for the safe operation of the components thereof, where such damage was the result of a natural disaster.
Provides that if a taxpayer has not received the advance payment of credit under the STAR program prior to the end of the taxable year then such taxpayer shall have thirty days to file an application for a STAR exemption.
Establishes the New York first--shop local program to provide immediate assistance to small businesses impacted by the COVID-19 outbreak; defines terms; provides that such program shall identify eligible applicants and projects that promote local products and services by providing marketing and business assistance services; makes related provisions.
Relates to providing for multi-formatted services menus for the cognitively impaired on websites operated by certain state agencies; includes the department of health, office for people with developmental disabilities and the office of mental health.
Includes within the definition of "wine product", a beverage containing wine which has undergone an alcohol reduction process including but not limited to nanofiltration, reverse osmosis, osmotic distillation, vacuum distillation, spinning cone column, or through a multi-stage membrane-based system.
Requires proportionally equivalent appointees of both the majority and minority houses of the legislature in all legislatively enacted workgroups, task forces, commissions, councils, advisory boards, committees and any other legislatively enacted and appointed groups or workgroups; requires that the number of appointees by the legislature shall be proportionally equivalent to the number of appointees by the governor.
