Prevents public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and their dependents by such public employer.
Establishes a blue envelope program for persons with mental health disorders, behavioral disorders and persons who are neurodivergent to be provided with blue envelopes to keep their identification, vehicle registration, and other related documents to improve their safety during law enforcement interactions; requires the municipal police training council to promulgate rules and regulations requiring training and instruction for all police officers with respect to the blue envelope program.
Enacts the "ratepayer transparency act" which requires bills utilized by public and private gas corporations, electric corporations and gas and electric corporations in levying charges for service to include separate categories for certain charges.
Allows for a new special open enrollment period to choose a new health insurance plan for consumers in certain instances to allow for continuity of care with an existing health care provider.

Establishes a co-shelter toolkit of best practices, resources, case studies and other information deemed helpful to inform and encourage the implementation and sustenance of co-shelter models for victims of domestic violence and people experiencing homelessness with companion animals; makes related provisions.
Authorizes Heath A. Wadhams, a part-time police officer, with the village of Warsaw police department to take the civil service examination and be eligible for appointment as a full time police officer for the village of Palmyra, in the county of Wayne.
