JOINT RESOLUTION APPROVE AND PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION -- OF QUALIFICATION FOR OFFICE (Proposes a state constitutional amendment to provide no person could hold office as general officer unless that person was a resident and a registered voter in the State of Rhode Island for at least 2 years, continuously, prior to taking office.)
Creates the division of civil representation within the department of housing and require civil representation by a Designated Legal Organization to provide legal representation to all tenants who qualify in eviction proceedings.
Creates process for individual to voluntarily be either temporarily or indefinitely added to a list restricting their rights to purchase or possess firearms. Adds civil fines and misdemeanor for violations.
Requires police commission on standards/training to provide training/instructions for police detectives/officers/trainees to deal with traumatized youth resulting from incidents requiring a law enforcement response.
SENATE RESOLUTION RECOGNIZING MARCH 8, 2026, AS "INTERNATIONAL WOMEN'S DAY" AND THE MONTH OF MARCH AS "WOMEN'S HISTORY MONTH" IN THE STATE OF RHODE ISLAND
Creates multiple chapters to provide and establish a comprehensive program for extended producer responsibility for packaging and paper, and for recycling of beverage containers.
Requires insurers to develop plans for coverage and access to nonnarcotic, nonopioid and nonmedication pain management for moderate to severe pain. It further restricts utilization review for nonopioid drugs.
Increases and reallocates the fees collected for motor vehicle inspections, including motorcycle inspections, with an allocation of ten dollars ($10.00) to the Rhode Island Public Transit Authority (RIPTA).
Increases the number of state childcare licensing inspectors to meet the national recommended average of one inspector for every fifty (50) to sixty (60) childcare providers.
Prohibits public and private colleges and universities from charging students for institution provided health insurance in the absence of affirmative action by the student opting-in to coverage.
Mandates health insurance coverage by eliminating out-of-pocket costs for lung cancer screenings in order to enable patients to get the critical care they need without delay.
Changes the direct client contact hour requirements for applicants for licensure of marriage and family therapist associate and applicants for licensure of marriage and family therapist.
Requires the disclosure of the transfer of certain assets of healthcare facilities and provides penalties for failing to file healthcare facility ownership information.
