Relates to outdoor restraints of dogs; prohibits inhumane tethering, including during dangerous weather conditions when a weather alert, advisory or warning is in effect; provides for civil penalties for violations.
Requires the metropolitan transportation authority to post signage over mass transit seats indicating that individuals should give up their seats for the elderly, pregnant and disabled; provides such signage shall be conspicuously posted and visible from all seats; provides costs and expenses to be paid through appropriated funds.

Requires instruction in senior high schools regarding calling 911 when witnessing or experiencing a drug or alcohol overdose; provides that pupils shall receive instruction regarding the lawfulness of calling 911 when witnessing or experiencing a drug or alcohol overdose; encourages pupils to call 911 when witnessing or experiencing a drug or alcohol overdose without fear of arrest.
Requires affordable housing units that are subject to the provisions of the Affordable New York Housing Program to be subject to rent stabilization at the end of the tax abatement and extended affordability period; provides that units subject to tax exemptions or abatements pursuant to other laws be subject to rent stabilization at the expiration of such tax exemptions or abatements.
Requires 10% of the penalties imposed by the superintendent of financial services to be deposited in the community development financial institution fund.
Establishes that if lethal methods are used to capture or dispose of nuisance wildlife, the lethal method used and the reason why a non-lethal method was not used shall be submitted in an annual report; requires that a list of enforcement actions taken against any nuisance wildlife control operator for violations of the law and applicable regulations be annually updated.
