Relates to the qualification of voters; provides that a citizen who is seventeen years of age at the time of a primary election and who will be eighteen years of age at the time of the general election for which such primary election is held, shall be eligible to vote in such primary election.
Establishes the comprehensive sexual and reproductive health program to provide funding to providers whose primary function is to facilitate access to comprehensive sexual and reproductive health care services and information for low-income, uninsured and underinsured individuals and provide support to providers to facilitate access to care, fund uncompensated care, and support community awareness of comprehensive sexual and reproductive health care services across New York state.
Relates to returnable bottles; adds noncarbonated soft drinks, certain noncarbonated fruit or vegetable juices, coffee and tea beverages, carbonated fruit beverages and cider to the definition of "beverage"; provides that beginning April 1, 2027, the handling fee will be six cents for each beverage container accepted by a deposit initiator from a dealer or operator of a redemption center; directs the multi-agency bottle bill fraud investigation team to submit a report on findings of pervasive bottle redemption fraud in New York state.
Relates to the determination of the status of an interim multiple dwelling unit as a protected occupant's primary residence by the loft board or a court of competent jurisdiction, or by registration with the loft board; provides factors for consideration for such findings; restores certain landlord-tenant relationships severed prior to the effective date.
Requires chain restaurants to display an added sugars warning next to or directly under the name of each food item with high added sugars content wherever such food item is listed on a menu, menu board, or food tag, and by any self-serve dispensing point at which such food item is dispensed.

Requires 911 call-takers and dispatchers to complete telecommunicator CPR training which shall include recognizing signs of cardiac arrest during emergency calls, providing instructions for initiating CPR instructions to callers, coordinating with emergency medical services dispatch, and using automated external defibrillators when available and appropriate.
Expands the definition of mental health care provider for the purposes of the penal law; expands the conditions under which a person is deemed incapable of consent.
Requires annual inspections of Mitchell-Lama buildings; requires the appointment of housing management representatives to perform such inspections; requires notification of violations to housing companies; requires such housing companies to certify correction of violations.

Defines epinephrine device as a single-use device or nasal spray device used for the automatic injection or administration of a premeasured dose of epinephrine into the human body for the purpose of emergency treatment of a person appearing to experience anaphylactic symptoms.
